182. <br />Regular Meeting March 7, 2006 Page 3 <br />to San Marcos for a three day weekend event, contact Mr. O'Leary, so this <br />event can be bid on. 12) Mayor Narvaiz reminded the public of the Special <br />Meeting scheduled for Thursday, March 9, 2006 to provide an update on the <br />events taking place in Washington, D.C. and the National League of Cities. <br />13) Kyle Morris stated he has received complaints from students regarding <br />R-1 violations and how they were handled. 14) Kyle Morris stated the Texas <br />State Alliance of Student Government legislation will go for referendum on <br />April 4 and 5, 2006. 15) Kyle Morris stated the Texas State Alliance of <br />Student Government wanted to thank the Council for their work on the <br />Commuter Rail project. <br />Mayor Narvaiz introduced for consideration approval of minutes of the <br />Regular Meeting held February 21, 2006, approval of three Ordinances on <br />second reading, adoption of an Ordinance on third and final reading, <br />adoption of nine Resolutions, and approval of Quarterly Investment Report <br />for quarter ending December 31, 2005, on consent. The Council removed <br />Items 10, 12, 20, 21, and 22, adoption of Resolutions, to be considered <br />separately. Mr. Mihalkanin moved for approval of minutes of the Regular <br />Meeting held February 21, 2006, approval of an Ordinance on second reading, <br />adoption of an Ordinance on third and final reading, adoption of the <br />remaining six Resolutions, and approval of Quarterly Investment Report for <br />quarter ending December 31, 2005, on consent, and Mr. Jones seconded the <br />motion, which passed unanimously. The captions of the Ordinance and <br />Resolutions read as follows: <br />Approval of Ordinance on second reading: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />DESIGNATING A 15-ACRE AREA WITHIN THE CITY AT THE INTERSECTION OF IH- <br />35 SOUTH AND MCCARTY LANE AS TAX INCREMENT FINANCING REINVESTMENT ZONE <br />NO. 3 PURSUANT TO CHAPTER 311 OF THE TEXAS TAX CODE; CREATING A BOARD <br />OF DIRECTORS FOR THE ZONE; CONTAINING FINDINGS AND INCLUDING <br />PROCEDURAL PROVISIONS. <br />Adoption of an Ordinance on third and final reading: <br />AN ORDINANCE OF THE CITY COUNCIL OF <br />APPROVING THE RELEASE AND CONVEYANCE <br />PROPERTY LOCATED AT 920 HIGHWAY 80; <br />EXECUTE THE RELEASE AND CONVEYANCE; <br />THE CITY OF SAN MARCOS, TEXAS, <br />OF AN ELECTRICAL EASEMENT ACROSS <br />AUTHORIZING THE CITY MANAGER TO <br />AND DECLARING AN EFFECTIVE DATE. <br />Adoption of Resolutions: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE PURCHASE OF TWO 2006 FORD 350 ONE TON TRUCKS FROM <br />PHILPOTT MOTOR COMPANY FOR THE WATER/WASTEWATER UTILITIES DEPARTMENT, <br />WATER/WASTEWATER COLLECTION DIVISION THROUGH THE HOUSTON-GALVESTON
