Carol Barrett, Director of Planning and <br />Development, stated if the developer shows an idea to the Planning and <br />Zoning Commission, they must show the same idea to the City Council. She <br />stated if the Council directs the Planning Department to get tougher with <br />the applicants and require the ideas to be submitted as Exhibits, would be <br />a change to the Land Development Code, which would need to be approved by <br />the Planning and Zoning Commission and then the City Council. Mr. <br />Mihalkanin stated he feels the Council should have the illustrations <br />recorded as Exhibits. He stated he feels schematic designs should not be a <br />part of the record. Mr. Diaz stated he feels a digital picture should be <br />taken and then the illustration should be placed on top of the digital <br />picture to get a better look at the proposed development. Ms. Barrett <br />stated when a variance request comes before the Zoning Board of Appeals, <br />the renderings are taken in as a record and later used to see if any <br />changes were made that were not anticipated with the zoning change. She <br />stated the same process can also be done with illustrations shown to <br />Planning and Zoning Commission and City Council. Mr. Thomaides stated he <br />feels there is real value in having illustrations submitted as a record. <br />Mr. Jones stated he feels this can be done administratively. Mayor Narvaiz <br />stated she feels Staff should be directed to work with the Planning and <br />Zoning Commission to review the LDC changes and then bring back to the City <br />Council for approval. Mr. Mihalkanin moved <br />to reconsider City Council Reports, and Mr. Guerrero seconded the motion, <br />which passed unanimously. 1) Kyle Morris stated the Texas Student <br />Government Alliance passed legislation in support of the proposed Downtown <br />Parking Garage. 2) Kyle Morris stated the Texas State Student Government <br />Alliance has signed legislation to support the bus cooperative. <br /> <br />I <br /> <br />Mayor Narvaiz introduced a discussion regarding City Council direction on <br />future agenda items. 1) Mr. Thomaides stated he attended a SAFETY meeting <br />at NLC, which he brought back information. He asked for Staff to read the <br />paperwork and provide an Executive Summary to the Council. 2) Mr. Guerrero <br />stated he feels a member of the Staff should attend the No Kill Solution <br />Conference and provide a report to the Council. 3) Mr. Guerrero inquired <br />as to when the City Council will be hearing the CUP appeal item. Mayor <br />Narvaiz stated the CUP appeal is scheduled for a Special Meeting on April <br />6, 2006. 4) Mr. Jones stated he would like a future discussion item <br />regarding criteria and enforcement of SF-6 violations. Mr. Mihalkanin <br />stated he supports a discussion on the criteria and enforcement of the <br />violations. <br />
