<br />I <br /> <br />I <br /> <br />Regular Meeting <br /> <br />April 18, 2006 <br /> <br />7 . <br />Page 7 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AGREEMENT FOR PROFESSIONAL SERVICES FOR A JOINT <br />ADVERTISING PROGRAM BETWEEN THE CITY, TANGER PROPERTIES LIMITED <br />PARTNERSHIP, SAN MARCOS FACTORY STORES, LTD., AND THE SAN MARCOS AREA <br />CHAMBER OF COMMERCE; AUTHORIZING THE CITY MANAGER TO SIGN THE <br />AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Diaz moved for adoption of the Resolution, and Mr. Thomaides seconded <br />the motion. Mr. Thomaides stated he would like to get copies of the <br />marketing materials being funded through this joint agreement. The Council <br />then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced for consideration approval of five appointments to <br />the Tax Increment Financing Reinvestment Zone No. Three. Mr. Mihalkanin <br />moved to appoint Dan O'Leary as a City representative, Collette Jamison as <br />a City representative, Tom Taggart as a City representative, Laurie <br />Anderson as a City representative and Debbie Gonzales-Ingalsbe, County <br />Commissioner Pct. 1, as a County representative, and Mr. Jones seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced a public hearing regarding an Annexation <br />Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY AN AREA CONSISTING OF 81.15 ACRES, MORE OR LESS, <br />LOCATED IN THE 3200-3300 BLOCKS OF HUNTER ROAD (FIRST BAPTIST CHURCH <br />TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; AND INCLUDING <br />PROCEDURAL PROVISIONS. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A SETTLEMENT AGREEMENT BETWEEN THE ALLIANCE OF CENTERPOINT <br />MUNICIPALITIES AND CENTERPOINT ENERGY ENTEX WITH REGARD TO <br />CENTERPOINT'S RATE INCREASE REQUEST FILED WITH THE CITY ON JUNE 30, <br />2005; INCLUDING PROCEDURAL PROVISIONS; DECLARING AN EMERGENCY; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerrero moved for adoption of the Ordinance on emergency, and Mr. <br />I Thomaides seconded the motion. Mr. O'Leary stated the Coalition has agreed <br />to a settlement. He stated the highlights of the Settlement Agreement are: <br />The customer charge for residential customers is being reduced by $.75 per <br />month from the level to which CenterPoint had raised it. 2.
