Mr. Thomaides stated he would like to get a cost estimate on the <br />I current cost of the project and a cost estimate when the project is <br />completed. He stated he would also like to know what is included in the <br />project now and then when it is completed. Mr. Bose inquired whether all <br />the lights in the City of San Marcos are included in the signalization. <br />Mr. Avila stated there are a few lights within the city limits that will <br />not be included in the signalization. He stated these are mainly the <br />lights that outline the City. He also stated these can be included in the <br />signalization by using the same repeater method as the lights at Texas <br />State University. Mayor Narvaiz asked for a memo identifying the signal <br />lights that will not be part of the system. Mr. Mihalkanin stated he <br />feels the speed limit transitions on Hunter Road/Hopkins at Jack's <br />Roadhouse and Lara's Carpet is abrupt and specific signalization for this <br />area needs to be addressed starting at Stagecoach on Hunter Road. He <br />stated he also feels there is not enough time allowed for pedestrians to <br />cross the street on Hopkins and LBJ. Regarding the Loop 82 Railroad <br />Overpass, Don Nyland, TxDOT, stated they have completed a draft schematic <br />design of the Loop 82 Railroad Overpass Project. He also stated TxDOT is <br />currently coordinating with the City and Texas State University to resolve <br />the schematic design, right-of-way, amenities and funding issues. He <br />stated TxDOT changed the engineering consultant to work with Union Pacific <br />Railroad Company. He stated construction is anticipated to begin in 2008. <br />I Mr. Thomaides inquired whether Loop 82 has already been funded. Mr. <br />Nyland stated as of today $11.2 million has been approved. Mr. Thomaides <br />inquired how the City can get involved in determining the types of panels <br />used for the overpass. Mr. Nyland stated cities pay extra for the upgraded <br />paneling and aesthetics of the structures. He also stated beams are <br />currently being hung on Highway 3407, which should be completed in October. <br />He stated currently TxDOT is working with the City and SMCISD on Highway <br />123 and 266. William Ford, Assistant Director of Parks and Recreation <br />Department, stated a site plan for Phase I of the Skate Park has been <br />submitted to the Engineering Department, which the Parks Department is <br />awaiting any changes needed. He stated construction is scheduled to begin <br />October, 2006 and be completed by January, 2007. Mayor Narvaiz inquired as <br />to when Phase II would begin. Mr. Ford stated LCRA will make their grant <br />funding decision on June 15, 2006. Mr. Thomaides inquired as to the life <br />of the Park. David Caroll, DAVACAR, stated the life span of the park is 50 <br />years. He stated there will always be concrete cracking because that is <br />the nature of the material, which will cause minor repairs to be made. He <br />also stated by using granular material under the foundation, it will help <br />to control cracking. Mr. Jones stated if there is any time cuts that can <br />be made, he feels they should be taken so this project can be completed <br />earlier. <br /> <br />I Mayor Narvaiz introduced a discussion regarding Code Enforcement related to <br />the unrelated persons code. Ken Bell, City Marshal, provided a Power Point <br />presentation regarding the status of the Code Enforcement Program since <br />October 1, 2005.
