Mr. Bell stated he does not anticipate being able to make it happen until Spring, 2007 or Fall, I 2007 due to the need to work through bureaucracy issues at the University level. Kyle Morris stated he feels getting on the Paws Preview agenda is not possible, but educating the facilitators might be possible. Mr. Bose stated there is a resident on Nevada Street where there are always 5 to 7 cars at the residence. He stated there has been several calls regarding this property. Mr. Bell stated the Marshal's Office is unable to make a case. Mayor Narvaiz thanked the Marshal's Office for their hard work. She stated she appreciated all the progress they have made. Mayor Narvaiz introduced a discussion regarding removal of property from the tax rolls. Mr. O'Leary stated at the Council Meeting held on May 2, 2006, Mr. Thomaides and Mr. Bose requested this discussion item. He stated Mr. Thomaides' request was due to the General Land Office's recent purchase along IH 35. He also stated GLO purchased investment parcels of property in San Marcos due to the valuable market. Mr. O'Leary stated a developer interested in one of the sites approached Staff with a lease agreement from GLO. He stated since GLO is only willing to lease land to the developer, the City does not get property tax revenues and the developers are not required to develop according to our development standards. Mr. Thomaides inquired whether GLO understands how much of San Marcos' property is already off the tax rolls. He stated he feels a Resolution should be I adopted regarding removal of property from the tax rolls, and then a copy should be provided to GLO. Mr. Mihalkanin stated he feels GLO has put themselves in an unfair competition with the private sector. He stated he supports sending a strong statement from the City. Mr. O'Leary stated he could talk to TML and try to get help from Legislators and also get other cities involved. The Council agreed by consensus to determine whether the best form of correspondence is a Resolution or a letter. Mayor Narvaiz stated she would like for this item to be brought back to Council at the June 6, 2006 Council Meeting. She also stated she has a TML Intergovernmental Task Force Meeting in June and she could approach them for help. Mayor Narvaiz introduced a discussion regarding the taser incident at Texas State University. Mr. Mihalkanin stated this incident involved his employer Texas State University, so he would abstain from the discussion, (Mr. Mihalkanin left the Chambers). Mr. O'Leary reviewed the September 11, 2005, taser incident and the Brown Report. Mr. Jones inquired why the original call came for help. Howard Williams, Chief of Police, stated the first call came from the TSU Police needing help, the 2nd call came from a City Police Officer needing backup once they arrived on the scene. Mayor Narvaiz inquired whether the Police Department would have handled this t incident the same. Chief Williams stated he feels the incident was handle correctly and the Police Department would handle the incident the same. Kyle Morris thanked Council for holding this discussion. He stated he feels this incident took place due to a student striking a Police Officer.
