<br />91 . <br />Regular Meeting <br /> <br />June 6, 2006 <br /> <br />Page 12 <br /> <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 26, EMERGENCY MANAGEMENT OF THE SAN MARCOS CITY CODE <br />TO ADD PROVISIONS TO ARTICLE I THROUGH REARRANGEMENT OF PARTS OF <br />ARTICLE II, PROVIDING NEW PROVISIONS FOR EFFICIENT MANAGEMENT OF <br />EMERGENCIES, LIMITING LIABILITY OF EMERGENCY RESPONDERS, PROVIDING FOR <br />PENALTIES AND PROVIDING AN EFFECTIVE DATE. <br /> <br />I <br /> <br />Mr. Mihalkanin moved for approval of the Ordinance on first reading, and <br />Mr. Guerrero seconded the motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced a discussion regarding bid results on the Post Road <br />CIP Project. Mr. O'Leary presented a powerpoint presentation regarding the <br />Post Road Paving and Drainage Project. He stated additional funding is <br />required in order to award the project. He provided the Council with <br />funding solutions to meet the shortfall to allow award of the project. <br />Laurie Anderson, Director of Engineering, stated concrete is a cheaper way <br />to pave streets than asphalt, and most States use concrete. She stated San <br />Marcos has not used concrete in the past, but Blanco Vista used concrete, <br />and the City of Dallas uses concrete. Mr. Diaz inquired if the concrete <br />would crack. Ms. Anderson stated additional lime foundation would need to I <br />be used. Mr. Guerrero inquired as to what portion of Dallas uses concrete. <br />Ms. Anderson stated most of Dallas' streets are concrete, they do not have <br />as many gravel pits in that part of Texas. Mayor Narvaiz inquired whether <br />the Council wanted to reduce the pavement width of Post Road to 2 lanes and <br />remove the Sink Creek Interceptor from the project. Mr. Bose stated he <br />feels the project should stay as it is. The Council agreed by consensus to <br />leave Post Road as 3 lanes and to leave in the Sink Creek Interceptor. <br />Mayor Narvaiz inquired to Option 2, Reallocate Funds. Mr. Mihalkanin <br />inquired as to the dollar amounts for each of the categories in wastewater. <br />He stated he would rather money not be taken from the Southwest San Marcos <br />Annexation Wastewater Design. Mayor Narvaiz stated Staff has recommended <br />using the money now, which will not push back the project date for <br />Southwest San Marcos Annexation Wastewater Design, because the funding will <br />be replaced during the budget cycle. Mr. Mihalkanin asked Staff to remind <br />the Council of this commitment during the budget process. The Council <br />agreed by consensus to do Option 2, Reallocation of Funds for Post Road <br />project. Mr. Mihalkanin stated he feels Staff should use leftover funds <br />from the Rio Vista Dam project instead of using CIP Fund Balance funds. <br /> <br />Mayor Narvaiz introduced a discussion to receive recommendations from the <br />Planning and Zoning Commission regarding Capital Improvements Program for I <br />FY2006-2007 to FY2015-2016. Mr. O'Leary stated the Council was provided a <br />Capital Improvements Program for FY2006-2007 to FY2015-2016 as part of <br />their Agenda packet for tonight's meeting.
