<br />87. <br /> <br />Regular Meeting <br /> <br />June 6, 2006 <br /> <br />Page 8 <br /> <br />CITY COUNCIL'S APPROVAL OF THE APPROPRIATION OF THOSE MATCHING DOLLARS <br />IN THE CITY'S 2006/2007 AND 2007/2008 FY BUDGETS; AUTHORIZING THE CITI <br />MANAGER TO ACT ON THE CITY'S BEHALF WITH REGARD TO THE SUBMISSION OF <br />THIS APPLICATION AND ALL CONTRACTS AND AGREEMENTS WITH TXDOT AND OTHE <br />PARTIES AS NECESSARY FOR THE IMPLEMENTATION OF THE IMPROVEMENTS TO THE <br />SAN MARCOS MUNICIPAL AIRPORT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerrero moved for adoption of the Resolution, and Mr. Diaz seconded <br />the motion. Mr. Bose inquired as to the City's cost for the grant <br />application. Mr. O'Leary stated TxDOT has informed Staff that the City of <br />San Marcos is eligible to receive up to $3,060,000.00 in Federal Aviation <br />Capital Improvement Program funds and pay up to 90% of the costs for Apron <br />rehabilitation design and construction and up to 90% of the costs for <br />Runway 17-35 overlay design and construction. He stated the Apron <br />Rehabilitation and construction projects should begin in 2006/2007 and the <br />City's portion is $117,000.00. He also stated the Runway Overlay <br />construction project should begin in 2007/2008 and the City's portion is <br />$223,000.00. Mayor Narvaiz stated she feels with these improvements to the <br />Airport, this will help with getting corporations with corporate jets. The <br />Council then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced for consideration Item 21, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />OPPOSING REAL ESTATE PURCHASES BY THE TEXAS GENERAL LAND OFFICE IN SAN <br />MARCOS; URGING THE TEXAS MUNICIPAL LEAGUE TO INVESTIGATE THE ISSUE OF <br />REAL PROPERTY PURCHASES BY THE TEXAS GENERAL LAND OFFICE AND TO <br />EMBRACE THIS ISSUE AS A HIGH PRIORITY IN THE NEXT LEGISLATIVE SESSION; <br />REQUESTING THE TEXAS LEGISLATURE TO PASS LEGISLATION THAT WILL PROTECT <br />MUNICIPALITIES FROM HAVING PROPERTY TAX BASES UNDERMINED BY THE TEXAS <br />GENERAL LAND OFFICE'S REAL PROPERTY INVESTMENTS; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />I <br /> <br />Mr. Mihalkanin moved for adoption of the Resolution, and Mr. Thomaides <br />seconded the motion. Mr. O'Leary stated at the May 16, 2006, City Council <br />Meeting the Council discussed the General Land Office's purchase of two <br />parcels of property in San Marcos along IH-35. He stated the Council <br />directed Staff to contact Texas Municipal League for guidance regarding the <br />best approach for taking this issue up on a state-wide level. TML <br />representatives advised the Council pass a Resolution and send a letter to <br />TML's Executive Director requesting TML investigate the issue of real <br />property purchases by the GLO and asking that the issue be considered as a <br />high priority during the next legislative session. Mr. O'Leary stated on I <br />June 1, 2006, he contacted Deputy Commissioner of the GLO, who explained <br />that the properties they purchase are being marketed to developers with the <br />
