<br />Regular Meeting <br /> <br />June 20, 2006 <br /> <br />Page 9 <br /> <br />Mayor Narvaiz introduced for consideration Item 23, removed from the <br />Iconsent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />EXPRESSING SUPPORT FOR THE TEXAS RAIL RELOCATION AND IMPROVEMENT FUND; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Jones moved for adoption of the Resolution, and Mr. Guerrero seconded <br />the motion. Mr. Thomaides asked Staff to provide a copy of this Resolution <br />to other municipalities located along IH 35 corridor. He stated this <br />Resolution of support is requesting funding of $200 million annually to the <br />Texas Rail Relocation and Improvement Fund during the next regular and <br />subsequent sessions of the Texas Legislature. The Council then voted <br />unanimously for adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced for consideration Item 24, removed from the <br />consent agenda, approval for use of General Fund Contingency Funds in the <br />amount of $30,170.00 for Park Rangers and litter control. Mr. Jones moved <br />for approval for use of General Fund Contingency Funds in the amount of <br />$30,170.00 for Park Rangers and litter control, and Mr. Mihalkanin seconded <br />the motion. Mr. O'Leary stated with the increased popularity of the Rio <br />Vista Falls area, it has become necessary to increase Park Ranger coverage <br />Ito ensure compliance. He stated additional litter and garbage services are <br />needed to accommodate emptying and hauling of increased trash on both river <br />banks. He stated on Saturdays and Sundays the Parks Department has added 2 <br />to 3 Park Rangers and 4 Parks Department Staff members picking up trash. <br />Mr. Bose stated he supports this motion, but feels the Parks Department <br />needs to find some way to charge a fee or surcharge to offset this expense. <br />Mayor Narvaiz asked citizens to take pride in their parks and help pick up <br />trash. Mr. Jones inquired as to the need of additional Park Rangers. <br />Rodney Cobb, Director of Parks and Recreation, stated additional Park <br />Rangers are needed to enforce Ordinances and maintain order. He stated the <br />Park Rangers first ask the violator to comply with the Ordinance, if not, a <br />citation is written. Mr. Guerrero inquired as to any particular behavior <br />occurring at the Rio Vista Falls. Mr. Cobb stated there have been several <br />reports of disorderly conduct, vulgar language, standing in the opening of <br />the spillways, illegal parking and glass containers. Mr. Guerrero inquired <br />as to the fines for these different violations. Mr. Cobb stated a <br />violation for glass containers is $200.00 to $250.00, standing in the <br />spillway is $300.00 and disorderly conduct is $300.00-$500.00. Mr. Jones <br />stated he is against additional Park Rangers. He feels there should be <br />Police Officers at the Rio Vista Falls. Mayor Narvaiz stated the Police <br />IDepartment is available to write citations whenever needed. The Council <br />then voted unanimously for approval for use of General Fund Contingency <br />Funds in the amount of $30,170.00 for Park Rangers and litter control. <br />
