<br />Regular Meeting <br /> <br />June 20, 2006 <br /> <br />Page 10 <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY'S 2005-2006 BUDGET TO ALLOCATE THE CENTERPOINT <br />ENERGY SETTLEMENT FUNDS TO THE UTILITY PAYMENT ASSISTANCE PROGRAM; <br />DECLARING AN EMERGENCY; AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />I <br /> <br />Mr. Mihalkanin moved for adoption of the Ordinance on emergency, and Mr. <br />Guerrero seconded the motion. Mr. O'Leary stated as part of the <br />Centerpoint Energy Rate Case settlement, the City received $19,480.26. He <br />stated Staff has recommended applying these funds to our Utility Assistance <br />Program, which is administered by Community Action for utility assistance <br />with electric, water/wastewater and gas utilities. I <br /> <br />Mr. Guerrero moved for adoption of the Ordinance on emergency, and Mr. Diaz <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY'S 2005-2006 BUDGET TO PROVIDE FUNDING FOR POST ROAD <br />PAVING AND DRAINAGE IMPROVEMENT AND SINK CREEK INTERCEPTOR C.I.P. <br />PROJECTS; DECLARING AN EMERGENCY; AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Mr. Mihalkanin moved for adoption of the Ordinance on emergency, and Mr. <br />Diaz seconded the motion. Mr. O'Leary stated this proposed Ordinance is to <br />amend the Budget to use interest earnings on capital improvement funds to <br />meet the funding shortfall on the Post Road Paving & Drainage Improvement <br />and Sink Creek Interceptor C.I.P. projects. Mr. Thomaides stated since <br />Staff is requesting using N.LBJ project funds for the shortfall, Staff <br />needs to move this project up on the C.I.P. list. Mr. Bose inquired <br />whether this project will be in conflict with the proposed overpass by the <br />TxSU football stadium. Mr. O'Leary stated this project will not be in I <br />conflict with the proposed overpass by the TxSU football stadium. The <br />Council then voted unanimously for adoption of the Ordinance on emergency. <br />
