<br />Mayor Morris called the meeting to order at 7:30 p.m.
<br />
<br />Mayor Morris introduced for consideration appointment of a member
<br />to the Commission for Women to complete a vacancy. No
<br />nominations were made, and this will be rescheduled in January.
<br />
<br />Mayor Morris introduced the receiving of a recommendation from
<br />the Blue Ribbon Committee for Bond Election (Temporary) to
<br />continue review beyond January, 1990 of possible bond program and
<br />direction to the Committee. The Bond Committee advised the
<br />Council more time was needed beyond January to make
<br />recommendations. It was consensus of Council to wait for the
<br />recommendation of the Committee to proceed with a bond election.
<br />Joe Cox, Chairman of the Committee, advised the Council the
<br />Committee could provide a recommended bond program by May, and it
<br />was consensus of Council to receive the Committee's report in
<br />May for a future bond election. Dates in the fall were
<br />discussed, but no date was established for the holding of the
<br />election.

<br />Mayor Morris introduced for consideration confirmation of the
<br />City Manager's appointment of a Chief of Police. Mr. Gilley
<br />advised the Council he was requesting confirmation of Thomas A.
<br />Martin as the Chief of Police. He advised the Council Mr. Martin
<br />is presently serving as Captain in the Lubbock Police Department.
<br />Mr. Moore moved for confirmation of the City Manager's
<br />appointment and Mr. Hernandez seconded the motion, which passed
<br />unanimously.

<br />Mayor Morris introduced for consideration a public hearing and
<br />adoption of a Zoning Ordinance, the caption which was read as
<br />follows:

<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES
<br />AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES
<br />AND LAND, DATED JUNE 13, 1984 (VOL. 66) BY ZONING PREVIOUSLY
<br />UNZONED PROPERTY TO A ZONING DESIGNATION OF "R-1"
<br />
