Mr. Bose stated the City Manager originally asked the <br />Council to reject the bid for this project because of budget shortfalls. <br />He stated he supports Mr. O'Leary's request to reject the bid, and he will <br />not be voting in favor of this project. Mr. Mihalkanin stated he feels if <br />Staff wishes to reconsider a project, then the project should never go out <br />for bid. He stated when a bid is rejected, this causes cost to the <br />bidders. He stated he respects Mr. O'Leary concerns with the budget <br />shortfalls, but feels this project is needed to keep up with the growth of <br />the City. Mayor Narvaiz stated she also respects Mr. O'Leary concerns with <br />the shortfall in the budget, but feels this project is needed to help keep <br />up with the growth of the City and customer services. On roll call for <br />adoption of the Resolution, the following vote was recorded: <br /> <br />AYE: Guerrero, Mihalkanin, Narvaiz, Diaz and Jones. <br /> <br />NAY: Thomaides and Bose. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Narvaiz introduced for consideration approval of one appointment to <br />the Zoning Board of Adjustments and Appeals. Mr. Thomaides moved to <br />I appoint Laure Hoffman as the 200 Alternate, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and adoption of <br />a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF THE CITY, FROM <br />LOW DENSITY RESIDENTIAL TO MEDIUM DENSITY RESIDENTIAL FOR PORTIONS OF <br />THE EL CAMINO REAL SUBDIVISION LOCATED ALONG CALIXTO COURT, ESPADA <br />DRIVE, CORDERO DRIVE, CAPISTRANO DRIVE, VALERO DRIVE, XAVIER DRIVE, <br />SALERNO DRIVE, SALAS DRIVE, CAZADOR DRIVE, TERON DRIVE, AND AZOLAR <br />DRIVE; AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing.
