No one did, so Mayor Narvaiz closed the public hearing. Mr. Jones <br />moved for adoption of the Zoning Ordinance, and Mr. Guerrero seconded the <br />motion. Mr. Taylor stated this Ordinance is a land use amendment, which <br />the Planning and Zoning Commission voted 7 to 0 for denial. He stated if <br />the Council supports the Planning and Zoning Commission's decision, then <br />the Council would need to vote no. The Council then voted unanimously for <br />the denial of the Zoning Ordinance. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and adoption of <br />a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AMENDMENT TO THE FUTURE LAND USE MAP FROM COMMERCIAL TO <br />PUBLIC FOR A 3.001 ACRE, MORE OR LESS, TRACT OF LAND LOCATED AT 1400 <br />WONDER WORLD DRIVE; AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY <br />REZONING THIS TRACT FROM "OP" OFFICE PROFESSIONAL DISTRICT TO "P" <br />PUBLIC AND INSTITUTIONAL DISTRICT; INCLUDING PROCEDURAL PROVISIONS; <br />AND PROVIDING FOR PENALTIES. <br /> <br />I <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. Mr. Mihalkanin stated he has received several calls from concerned <br />citizens regarding the increase of traffic and other issues. Cecil <br />Pennington, Assistant Planning and Development Director, stated the zoning <br />change is being requested to allow for the permitted use of an educational <br />facility to be constructed on the lot. He stated if approved, a building <br />of 16 classrooms and a chapel would be constructed. He also stated a <br />church is permitted under the current zoning, but a private school-use or <br />education facility requires rezoning.
