He stated this measure could become the main issue on the ballot, which could cause other important issues to be overlooked. On roll call for the amendment, the following vote was recorded: AYE: Thomaides, Mihalkanin and Narvaiz. NAY: Guerrero, Diaz, Jones and Bose. ABSTAIN: None. Motion to remove Measure No. 5 from the ordinance failed. Mr. Jones moved to amend Section 7.02(4) of Measure No. 13 to read. . . simple majority vote of the council. Mr. Taylor stated the entire sentence would need to be deleted, which would means it would take a super majority vote to overturn the Planning and Zoning Commission's decision. Mr. Jones withdrew his motion to amend. Mr. Guerrero moved to reconsider Measure No. 5, and Mr. Thomaides seconded the motion, which passed unanimously. Mr. Mihalkanin moved to remove Measure No. 5 Section 3.02 of the City Charter to change the minimum age of Council Members from 18 to 21, and Mr. Guerrero seconded the motion. Mr. Guerrero stated after considering the comments previously made, he would like to vote again. Mr. Mihalkanin moved to end the debate, and Mr. Guerrero seconded the motion. On roll call to end the debate, the following vote was recorded: AYE: Thomaides, Guerrero, Mihalkanin, Narvaiz, Diaz and Jones. NAY: Bose. ABSTAIN: None. Mr. Jones moved to Table the Ordinance. No one seconded the motion. On roll call to remove Measure No. 5, the following vote was recorded: AYE: Thomaides, Guerrero, Mihalkanin, Narvaiz and Jones. NAY: Diaz and Bose. ABSTAIN: None. The Council then voted unanimously for adoption of the Ordinance on emergency.
