Regular Meeting <br />August 15, 2006 <br />125 <br />Page 2 <br />to such a business prospect (IH35/McCarty Lane area). The Council <br />adjourned into Executive Session at 6:05 p.m. <br />Mayor Narvaiz announced the Council would reconvene at 6:59 p.m. <br />Mayor Narvaiz introduced for consideration adoption or direction to staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />provided direction regarding how to proceed on the hotel occupancy tax. He <br />stated the Council also provided directions on how to proceed on the <br />properties in the River Ridge area and McCarty Lane area. He also stated <br />the Council provided direction regarding the Municipal Court Judge and a <br />business prospect in the IH35/McCarty Lane area. <br />Mayor Narvaiz lead the Pledge of Allegiance. <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Ray Gonzales stated <br />he wished to speak on Item 49, public hearing on FY 2007 proposed budget. <br />He encouraged the Council to continue supporting the Georgia Street Senior <br />Center funding. He stated the Georgia Street Senior Center is a great <br />place with happy faces and good times. 2) Zaytine Little stated she wished <br />to speak on Item #9, public hearing on FY 2007 proposed budget. She <br />encouraged the Council to fund the San Marcos Community Action Georgia <br />Street Senior Center. She stated she goes to the Center to play bingo, <br />exercise, do crafts, eat and to receive education. 3) Toby Hooper <br />provided the Council with a handout regarding the Texas Benefits Event, <br />which is scheduled to be held in Austin on August 26, 2006. He stated this <br />will be an open enrollment for the CHIP program. 4) Cassie Holman stated <br />she wished to speak on Item #31, Ordinance calling for Election. She <br />stated she feels the age requirement to run for Council is wrong and should <br />not be placed on the ballot for November 7, 2006 Election. She stated you <br />can fight for your country at the age of 18 and feels you should also be <br />able to run for City Council at the age of 18. 5) Joanne Smith stated she <br />wished to thank everyone who participated in the Good Neighbor Program. <br />She stated she feels this will encourage students to be good neighbors. <br />She stated Texas State University will be getting information about the <br />program on the website. They will also be providing brochures to land <br />lords and students. 6) Herod Ellison stated he wished to speak on Item #9, <br />public hearing on FY 2007 proposed budget. He stated he is a resident of <br />Allen Wood Homes. He encouraged the Council to find funding to fix the <br />drainage issues at the Allen Wood Homes. He provided the Council with <br />pictures of the drainage problems. <br />Mayor Narvaiz introduced the Staff Report. Mr. O'Leary stated he had no <br />report. <br />Mayor Narvaiz introduced the City Council Report. 1) Mr. Thomaides <br />provided the Council with copies of the agendas and minutes from the <br />Commuter Rail Board meetings.
