The Council adjourned into Executive Session at 6:05 p.m. Mayor Narvaiz announced the Council would reconvene at 6:59 p.m. Mayor Narvaiz introduced for consideration adoption or direction to staff on matters discussed in Executive Session. Mr. O'Leary stated the Council provided direction regarding how to proceed on the hotel occupancy tax. He stated the Council also provided directions on how to proceed on the properties in the River Ridge area and McCarty Lane area. He also stated the Council provided direction regarding the Municipal Court Judge and a business prospect in the IH35/McCarty Lane area. Mayor Narvaiz lead the Pledge of Allegiance. Mayor Narvaiz introduced the Citizen Comment Period. 1) Ray Gonzales stated he wished to speak on Item 49, public hearing on FY 2007 proposed budget. He encouraged the Council to continue supporting the Georgia Street Senior Center funding. He stated the Georgia Street Senior Center is a great place with happy faces and good times. 2) Zaytine Little stated she wished to speak on Item #9, public hearing on FY 2007 proposed budget. She encouraged the Council to fund the San Marcos Community Action Georgia Street Senior Center. She stated she goes to the Center to play bingo, exercise, do crafts, eat and to receive education. 3) Toby Hooper provided the Council with a handout regarding the Texas Benefits Event, which is scheduled to be held in Austin on August 26, 2006. He stated this will be an open enrollment for the CHIP program. 4) Cassie Holman stated she wished to speak on Item #31, Ordinance calling for Election. She stated she feels the age requirement to run for Council is wrong and should not be placed on the ballot for November 7, 2006 Election. She stated you can fight for your country at the age of 18 and feels you should also be able to run for City Council at the age of 18. 5) Joanne Smith stated she wished to thank everyone who participated in the Good Neighbor Program. She stated she feels this will encourage students to be good neighbors. She stated Texas State University will be getting information about the program on the website. They will also be providing brochures to land lords and students. 6) Herod Ellison stated he wished to speak on Item #9, public hearing on FY 2007 proposed budget. He stated he is a resident of Allen Wood Homes. He encouraged the Council to find funding to fix the drainage issues at the Allen Wood Homes. He provided the Council with pictures of the drainage problems. Mayor Narvaiz introduced the Staff Report. Mr. O'Leary stated he had no report.
