He stated Senator Hutchison <br />spoke in support of Commuter Rail and High Speed Rail. He stated the <br />Senator spoke on what direction the transportation needs to go. 3) Mr. <br />Bose stated he also attended the Transportation Summit. He stated there <br />were several informative meetings regarding small airports and Commuter <br />Rail. 4) Mr. Jones thanked the community for allowing him to attend the <br />Transportation Summit. He stated he learned a lot about what direction <br />transportation is headed. 5) Mr. Diaz stated he attended the Hispanic <br />Chamber of Commerce luncheon on the behalf of the Mayor. He stated <br />Congressman Lloyd Doggett was the guest speaker. 6) Mayor Narvaiz stated <br />Senator Hutchison will be in town on Wednesday, August 16, 2006. She <br />stated she feels the public needs to thank Senator Hutchinson for her role <br />in getting funding for the airport. 7) Mayor Narvaiz stated she attended <br />the RA (Resident Assistants) Fire Academy at Texas State University. Fire <br />Chief Mike Baker and Police Chief Howard Williams provided a PowerPoint <br />presentation regarding the training. 8) Kyle Morris thanked the Council <br />and the community for allowing him to attend the Transportation Summit. He <br />stated he feels it is very important for the City and the University to <br />work together on transportation issues. 9) Kyle Morris thanked everyone <br />who worked on the Good Neighbor Program. 10) Kyle Morris thanked the Fire <br />Department for hosting the RA Fire Academy. <br />Mayor Narvaiz introduced a public hearing on the proposed FY2006-2007 <br />Budget, including all funds in the following categories: (1) General Fund; <br />(2) Debt Service Fund; (3) Hotel Occupancy Tax Fund; (4) Municipal Court <br />Technology Fund; (5) Municipal Court Security Fee Fund; (6) Seized Assets <br />Fund; (7) Community Development Block Grant Program Fund; (8) W.I.C. <br />Program Fund; (9) Cemetery Operations Fund; (10) Cemetery Perpetual Care <br />Fund; (11) Water/Wastewater Utility Fund; (12) Drainage Utility Fund; (13) <br />Electric Utility Fund; (14) Municipal Airport Fund; and (15) Waste <br />Collection Utility Fund, and direction to Staff. Mayor Narvaiz opened the <br />public hearing and asked if anyone wished to speak. 1) Corina Jaimes, <br />Executive Director of Community Action, thanked the Council for providing <br />funding for Community Action services. She stated with the reduction of <br />funding for the Georgia Street Senior Center, services they provide will <br />have to be reduced. She stated Human Services Advisory Board did not send <br />a letter until today regarding funding status. 2) Cynthia Juniper stated <br />she does not understand why Community Action does not receive more funding <br />for the Georgia Street Senior Center. She encouraged the Council to <br />provide more funding so the clients will not be penalized. Mayor Narvaiz <br />asked if anyone else wished to speak. No one did, so Mayor Narvaiz closed <br />the public hearing. Mr. O'Leary provided the Council with a handout of <br />summary of changes to the proposed FY 2007 Budget, which occurred on August <br />1, 2006. Mr. O'Leary stated there will be two public hearings on the <br />proposed tax increase on Monday, August 28, 2006, and August 31, 2006.
