127 <br />Regular Meeting August 15, 2006 Page 4 <br />made a site visit to the Community Action Georgia Street Senior Center. <br />Collette Jamison, Interim Director of Finance and Director of <br />Administration, stated she spoke with Toby Hooper the Chair of Human <br />Services Advisory Board. She stated Mr. Hooper informed her that site <br />visits were not made this year. Mr. Jones inquired about why Community <br />Action's Georgia Street Senior Center was not being recommended for <br />funding. Ms. Jamison stated the Human Services Advisory Board uses a point <br />system and the points did not add up to a funding level. She stated this <br />is the same point system used the year before. Mr. Guerrero stated he <br />feels the point system needs to be reviewed. He stated he feels a Workshop <br />needs to be held with the Human Service Advisory Board. Mayor Narvaiz <br />stated the Human Services Advisory Board provides the Council with advice <br />on Social Services Funding and she feels a workshop is needed. Mr. <br />Mihalkanin stated he also feels the Council needs to hold a workshop with <br />the Human Services Advisory Board after the budget is adopted. He stated <br />these requests need to be reviewed on a group-by-group basis. Mr. <br />Thomaides stated he feels staff should find additional funding. Mr. <br />Guerrero, Mr. Jones, Mr. Bose and Mr. Mihalkanin agreed with Mr. Thomaides. <br />Mayor Narvaiz stated the Council has the option to disregard the <br />recommendation for funding and start over. Mr. Mihalkanin stated he feels <br />the Council should fund the same social services organizations at the same <br />amount at which they were funded last year, but for those organizations who <br />did not request funding, the money should then be disturbed as the Council <br />determines. Mayor Narvaiz inquired whether the Community Action Georgia <br />Street Senior Center provided any new programs this year. Tina Maurro, <br />Community Action Georgia Street Senior Center, stated cooking classes, <br />outreach programs and exercise classes where all added this year. She also <br />stated several new members were also added. Mr. Diaz inquired whether <br />these services are being received by the same people. Ms. Jaimes stated <br />there are several individuals who receive several services. Mayor Narvaiz <br />stated the Community Action Georgia Street Senior Center services 100 to 50 <br />individuals, but other programs service 100's of individuals. She stated <br />most municipalities do not provide funding for social services from the <br />General Fund. She stated she also feels funding should not be an automatic <br />funding year after year. <br />Mayor Narvaiz introduced for consideration approval of minutes of the <br />Regular Meeting held August 2, 2006, approval of minutes of the Emergency <br />Meeting held August 4, 2006, approval of an Ordinance on second reading, <br />adoption of an Ordinance on third and final reading, adoption of twelve <br />Resolutions, approval of Change Order No. 2 in the amount of $71,289.50 for <br />the Craddock Avenue Paving and Drainage Improvements to Texas Sterling <br />Construction, L.P, on consent. The City Council removed Items 16, 17, 18, <br />23 and 25, adoption of Resolutions, to be considered separately. Mr. <br />Thomaides moved for approval of the minutes of the Regular Meeting held <br />August 2, 2006, approval of the minutes of the Emergency Meeting held <br />August 4, 2006, approval of an Ordinance on second reading, adoption of an <br />Ordinance on third and final reading, adoption of the remaining seven
