<br />Regular Meeting <br /> <br />September 5, 2006 <br /> <br />Page 2 <br /> <br />provided direction regarding how to proceed with the negotiations Animal <br />Services Agreement. He stated the Council also provided directions on how <br />to proceed with the hiring of the City Clerk. <br /> <br />I <br /> <br />Mayor Narvaiz lead the Pledge of Allegiance. <br /> <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Sheri Bilson stated <br />she met with Mayor Narvaiz and Mr. O'Leary regarding the problems from her <br />neighborhood from Craddock Street. She stated she felt most of these <br />problems were corrected. She encouraged the Council to look closer at the <br />budget and make cuts to lower the tax rate. <br /> <br />Mayor Narvaiz introduced the Staff Report. Mr. O'Leary stated he had no <br />report. <br /> <br />Mayor Narvaiz introduced the City Council Report. 1) Mr. Thomaides stated <br />he attended the Chamber of Commerce Expo Luncheon. He thanked Time-Warner <br />for the invitation. 2) Mr. Thomaides stated he spoke to Senator Hutchinson <br />and thanked her for her support for the Municipal Airport funding and he <br />also mentioned how important the Commuter Rail is. 3) Mr. Thomaides stated <br />Friday, September 8, 2006, there will be a Commuter Rail Meeting held at <br />10:00 a.m. at the Meeting Place. 4) Mayor Narvaiz stated she attended the <br />Sears groundbreaking. 5) Mayor Narvaiz stated she attended the Chamber ofl <br />Commerce Expo Luncheon where Red McCombs was the Keynote Speaker. She <br />stated Mr. McCombs stated education is the key to success and he encourage <br />everyone to get involved with the education process. 6) Kyle Morris <br />encouraged the Eddie Durham events and the Recreation Jam not to be on the <br />same day. 7) Kyle Morris stated the Texas State University Democratic and <br />Republicans have set a goal of registering 3,000 voters. He stated <br />currently they have registered 1,500 voters. <br /> <br />Mayor Narvaiz introduced for consideration approval of minutes of the <br />Regular Meeting held August 16, 2006, approval of minutes of the Special <br />Meeting held August 28, 2006, approval of minutes of the Special Meeting <br />held August 31, 2006, approval of four Ordinances on second reading, <br />adoption of two Ordinances on third and final reading, adoption of seven <br />Resolutions, approval of Quarterly Investment Report ending June 30, 2006, <br />on consent. The City Council removed Item 18, adoption of Resolution, to <br />be considered separately. Mr. Bose moved for approval of minutes of the <br />Regular Meeting held August 16, 2006, approval of minutes of the Special <br />Meeting held August 28, 2006, approval of minutes of the Special Meeting <br />held August 31, 2006, approval of four Ordinances on second reading, <br />adoption of two Ordinances on third and final reading, adoption of the six <br />remaining Resolutions, approval of Quarterly Investment Report ending Junel <br />30, 2006, on consent, and Mr. Jones seconded the motion, which passed (Mr. <br />Mihalkanin abstained on Item 11, Special Meeting August 31, 2006, voted na <br />on Items 12 and 13, and Mr. Bose voted nay on Item 13).
