Regular Meeting October 3, 2006 Page 4 <br />INSPECTIONS IN CONNECTION WITH THE SAN MARCOS HOTEL AND <br />CONFERENCE CENTER PROJECT; RATIFYING THE CITY MANAGER'S <br />EXECUTION OF THIS AGREEMENT ON BEHALF OF THE CITY, AND <br />DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPOINTING PRESIDING JUDGES AND ALTERNATE JUDGES TO <br />SERVE IN A GENERAL AND SPECIAL ELECTION BY THE CITY TO BE HELD <br />ON NOVEMBER 7, 2006; CHARGING THE JUDGES WITH THE DUTY TO HOLD <br />THIS ELECTION IN THEIR RESPECTIVE POLLING PLACES FOR EACH <br />PRECINCT; APPOINTING AN EARLY VOTING BALLOT BOARD; APPOINTING A <br />PRESIDING JUDGE OF THE CENTRAL COUNTING STATION, A TABULATION <br />SUPERVISOR OF THE CENTRAL COUNTING STATION, AND A CENTRAL <br />COUNTING STATION MANAGER; APPROVING THE APPOINTMENT BY THE <br />PRESIDING JUDGE OF THE CENTRAL COUNTING STATION OF CERTAIN <br />CLERKS; APPROVING THE APPOINTMENT BY THE TABULATION SUPERVISOR <br />OF CERTAIN ASSISTANTS; APPROVING THE APPOINTMENT BY THE EARLY <br />VOTING CLERK OF CERTAIN DEPUTY EARLY VOTING CLERKS. <br />Mayor Narvaiz introduced a discussion and received presentation on <br />Renewable Energy Sources and direction to Staff. Kyle Dicke, Customer <br />Relations Manager, introduced Dan Kuehn Executive Manager of Wholesale <br />Power Services for LCRA. Mr. Dicke provided a powerpoint presentation <br />regarding renewable Energy Generation. Mr. Bose inquired why more non -wind <br />generation sources were being targeted for Senate Bill 20 compliance. Mr. <br />Dicke stated the State Legislature had made a commitment to support <br />research involving biomass electricity generation. He also stated issues <br />related to transmission of electricity from wind farms in West Texas back <br />to the population centers of Central and East Texas have not been <br />resolved. There are environmental impact issues and extremely high costs <br />associated with the construction of these lines. Transmission line costs <br />are estimated at $1 million per mile, which makes wind power transmission <br />very costly. Mr. Jones inquired to whether the City should be converting <br />to propane fuel. Mr. Dicke stated to convert a half ton pickup from gas to <br />propane fuel would be comparable to purchasing a new pickup. He stated <br />when the City replaces their pickups they will replace with propane fuel <br />pickups. Mr. Thomaides inquired to the Green Power pricing. Mr. Dicke <br />stated it is difficult to provide Green Power Pricing to individual <br />customers, because there is no fair and equitable way to offer discounted <br />electricity pricing to all San Marcos Electric Utility customers. He also <br />stated when Green Power was at a premium, the City had a plan in place for <br />our customers, at their discretion, to be able to pay a little extra for <br />the satisfaction of having additional Green Power in San Marcos. However, <br />rising fuel prices have made existing wind - generated electricity a more <br />economical option. Instead of offering this discounted electricity to only <br />some of our customers, SMEU opted to take the savings and spread it out <br />equally over the entire customer base. Mr. Jones stated he feels currently <br />alternate energy is not a feasible investment to the City. Mr. Dicke <br />
