He stated <br />a park light of 200 watts cost $6.00 a day and solar lighting takes many <br />years to pay off. <br />Mayor Narvaiz introduced for consideration a public hearing on designating <br />the Civil Air Patrol Building A, the Civil Air Patrol Building B, the <br />Commemorative Air Force Hangar, and the Graham Air Control Tower as <br />Historic Landmarks. Mayor Narvaiz opened the public hearing and asked if <br />anyone wished to speak. 1) Rodney Vanoudekerke stated he is the Chair of <br />the Historic Preservation Commission. He stated originally Historic <br />Preservation Commission felt two of these building should be landmarks. He <br />stated since they reviewed these building, there has been some new <br />developments. He requested the Council allow the Historic Preservation <br />Commission to review this project again. 2) Ellie Dietz stated she is also <br />a member of the Historic Preservation Commission. She stated originally <br />the Commission was told that two of the buildings were barracks during <br />World War II. She requested the Council allow the Commission to review <br />this request again. Mayor Narvaiz asked if anyone else wished to speak. <br />No one did, so Mayor Narvaiz closed the public hearing. <br />Mr. Mihalkanin moved for adoption of the Ordinance on emergency, and Mr. <br />Guerrero seconded the motion. Mayor Narvaiz stated she feels this <br />Ordinance will help make these houses more affordable. The Council then <br />voted unanimously for adoption of the Ordinance on emergency. <br />Mayor Narvaiz introduced for consideration approval of an Annexation <br />Ordinance on first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 50.237 ACRES, MORE OR <br />LESS, LOCATED IN THE 2600 BLOCK OF POST ROAD (HILLBURN TRACT); <br />APPROVING A SERVICE PLAN FOR THIS TRACT; AND INCLUDING PROCEDURAL <br />PROVISIONS. <br />Mr. Mihalkanin moved for approval of Ordinance on first reading, and Mr. <br />Thomaides seconded the motion, which passed unanimously. <br />Mayor Narvaiz <br />introduced for consideration adoption of <br />an Ordinance on <br />emergency, the <br />caption which was read <br />as follows: <br />AN ORDINANCE OF THE CITY COUNCIL <br />OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING <br />SECTION 86.309 OF THE CITY CODE TO <br />EXEMPT SINGLE - FAMILY <br />DWELLING <br />CONSTRUCTION PROJECTS <br />OF HABITAT FOR <br />HUMANITY AND THE SAN <br />MARCOS HOUSING <br />AUTHORITY FROM <br />WATER AND WASTEWATER IMPACT FEES; <br />INCLUDING <br />PROCEDURAL PROVISIONS; <br />AND DECLARING AN <br />EMERGENCY. <br />Mr. Mihalkanin moved for adoption of the Ordinance on emergency, and Mr. <br />Guerrero seconded the motion.
