The Council adjourned into Executive Session at 6:04 p.m. <br />Mayor Narvaiz announced the Council would reconvene at 6:50 p.m. (See page I <br />8 for the continuation of Executive Session) . <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />provided direction regarding appointment of Interim City Attorney and <br />evaluation of City Attorney. He stated the Council also provided direction <br />regarding the duties of the City Attorney, City Manger, City Clerk and <br />Municipal Judge. He also stated the Council received an update on business <br />proposals in the Downtown area and the IH 35/Yarrington Road area. He <br />stated the Council provided directions regarding a development proposal in <br />the IH 35/McCarty Lane and River Ridge Parkway area. <br /> <br />Mayor Narvaiz lead the Pledge of Allegiance. <br /> <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Ed Davis stated he <br />wished to speak about the Hughson Road Diverters. He encouraged the <br />Council to help with the safety of this road. He stated the residents of <br />this area have to deal with speeders, drunk drivers, and reckless drivers. <br /> <br />Mayor Narvaiz introduced the Staff Report. Mr. O'Leary stated he did not <br />have a Staff Report. <br /> <br />I <br /> <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Thomaides <br />thanked Ralph Gonzales and Commissioner Debbie Ingalsbe for raising funds <br />the Nosotros La Gente effort, which provides shoes to underprivileged <br />children before Christmas 2) Mr. Jones thanked the Boys and Girls Student <br />Alliance for hosting a Halloween party. 3) Mr. Jones thanked the citizens <br />of San Marcos for allowing him to attend Texas Municipal League Conference. <br />4) Mr. Jones thanked the City of Atkins for the tour of their Industrial <br />Park. 5) Mr. Bose thanked the Police Department for allowing him to ride <br />with a police officer. He stated the officer was very helpful and <br />professional. 6) Mayor Narvaiz provided the Council with a recap of her <br />activities during the week of October 17, 2006 to November 5, 2006. 7) <br />Mayor Narvaiz stated she attended a Book Signing. She stated Dr. Jim <br />Kimmel wrote a wonderful story about the San Marcos River. 8) Mayor <br />Narvaiz stated she attended the Race, Ethnicity Conference at Texas State <br />University. She also wanted to thank Janis Hendrix for giving a speech <br />regarding affordable housing. 9) Mayor Narvaiz thanked Mr. Jones for <br />reminding her about the utility bill assistance program. She stated she <br />feels the City may need to publicize this effort. 10) Donavan Knight <br />stated Associate of Student Government has received a donation from the <br />Texas State Bookstore, for scholarships. 11) Mayor Narvaiz stated this <br />meeting will be the last Regular City Council Meeting that Mr. Mihalkanin <br />and Mr. Diaz will vote in.
