<br />Regular Meeting <br /> <br />December 4, 2006 <br /> <br />Page 8 <br /> <br />PURCHASING MANAGER TO EXECUTE THE APPROPRIATE PURCHASING DOCUMENTS ON <br />BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE. I <br /> <br />Mr. Jones moved for adoption of the Resolution, and Mr. Thomaides seconded <br />the motion. Mr. Jones inquired as to the new system compared to the old <br />system. Howard Williams, Chief of Police, stated the Police Department is <br />replacing the aging and unreliable VHS video systems in marked patrol <br />vehicles. This request is for the initial phase purchase of sixty-six (66) <br />digital video systems. The VHS system has to be turned on manually and the <br />digital system will automatically turn on when the stop lights turn on. He <br />stated the new system has a low light system, digital sound which will <br />enhance the sound quality. He stated this new system will be digital, <br />which will allow savings on time, cost and storage space. Mr. Jones <br />inquired to the Police Department's Policy regarding turning the camera on <br />and off. Chief Williams provided the Council with policies and Procedures <br />Manual. The Council then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced a discussion regarding City Council direction on <br />future agenda items. The Council did not provide direction on future <br />agenda items. <br /> <br />Mayor Narvaiz introduced an Executive Session pursuant to the Government <br />Code, Section 551.071, to seek the City Attorney's advice regarding pendingl <br />litigation, or a matter involving attorney-client privilege (W.C. Carson <br />vs. City of San Marcos); and Sections 551.087, to discuss commercial or <br />financial information the City has received from a business prospect ~hat <br />the City seeks to have locate, stay or expand in or near the City and with <br />which the City is conducting economic development ~egotiations, or to <br />deliberate the offer of a financial or other incentive to such a business <br />prospect (Development Proposal-South Edward Gary). The Council adjourned <br />into Executive Session at 8:05 p.m. <br /> <br />Mayor Narvaiz announced the Council would reconvene at 9:10 p.m. <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />received an update regarding a pending lawsuit. He stated the Council <br />provided direction regarding an economic development negotiation in the <br />South Edward Gary area. <br /> <br />The meeting adjourned at 9:12 p.m. on a motion made by Mr. Guerrero and <br />seconded by Ms. Couch. <br /> <br /> <br />, <br /> <br />I <br />
