In addition, some councilmembers who represent the City at State and national meetinqs an~ are officers in municipal, state and national organizations have expenses which may exceed the specific amounts provided in the Charter. The Charter Review Commission believes that the normal budgetary restraints that are placed on the City will control the level of expense expenditures so that specific dollars amounts in the City Charter are not necessary to protect the public interest. 6. Sec. 3.06, Vacancies, should be revised as follows: "A special election to fill a vacancy shall be called in accordance with the Texas Election Code. JUSTI FICATION: The second clause deleted above is surplus verbiaqe since the Texas Election Code provides extensive regulations relating to calling elections for vacancies, including the thirty (30) day requirement in Section 3.06. 7. JUSTIFICATION: The Charter Review Commission is interested in clarifying the functions of the various parties in a Council/~anaqer form of government. It hopes that these few changes will reduce the ambiguity in Section 3.08 and strengthen the relationships between the City Council and all of its appointees.
