<br />41 <br /> <br />Regular Meeting <br /> <br />January 11, 1988 <br /> <br />Page 3 <br /> <br />to table the appointments of this Commission for the Council to <br />look into merging this Commission with another Board and Mr. <br />Guerra seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced the receiving of the report of t~e Charter <br />Review Commission, a copy of which is attached to these mlnutes. <br />Mr. Barr asked Mr. Stouffer, Chairman of the Commission, why they <br />recommended No. 13. in the report, and Mr. Stouffer stated they were <br />trying to treat the Planning Commission as other boards, in allowing <br />an appeals process. Mayor Younger stated he would like to see how <br />all the Charter Amendments will be worded on the election ballot, <br />and Mr. Hankins will provide the wording to the Council as soon as <br />the Council has selected the amendments for the ballot. Mr. Stouffer <br />advised Mayor Younger he thought all the Charter as amended was in <br />compliance with State Law. The Council will review in more detail <br />the report at the January 25 meeting. <br /> <br />Mayor Younger introduced Item 16 on the Agenda, a discussion regarding <br />the waiving of fees for rental of recreational facilities of the City <br />for the holding of meetings by senior citizen organizations. Mr. <br />Brown stated the City has been unable to provide a facility for <br />senior citizens, and the senior citizens are paying a fee for use of <br />our buildings for their meetings. Mr. Farr stated he would like this <br />matter reviewed by the Parks Board for their recommendations. Jack <br />Lindstrom advised the Council AARP can no longer meet at the Library, <br />as it is not large enough for their group. Rodney Cobb advised the <br />Council the senior citizen groups that have been using the City's <br />facilities have not been charged for use of the facilities. <br /> <br />Mayor Younger introduced for consideration a public hearing and adop- <br />tion of a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, 1984 <br />(VOL. 66) BY ZONING LOTS 217 THROUGH 223 AND 280 THROUGH <br />284 OF BLOCK 23, OF THE WESTOVER ADDITION TO THE CITY <br />OF SAN MARCOS, HAYS COUNTY, TEXAS, AS RECORDED IN VOL- <br />UME 59, PAGE 184 OF THE DEED RECORDS OF HAYS COUNTY, <br />TEXAS, LOCATED AT 1100 THROUGH 1112 DARTMOUTH STREET <br />AND 1101 THROUGH 1109 BISHOP STREET, FROM "R-l" (SINGLE- <br />FAMILY DWELLING DISTRICT (LOW DENSITY]) TO "DP-l" (DUPLEX <br />DISTRICT (LOW DENSITY]); AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor of the zoning change. Curt Morrison was present to answer <br />questions of the Council and to advise the Council he will be buildinG <br />single-family homes but wants more than two unrelated people to be abíe <br />to live in them and that is why the request for this zoning designation. <br />No one else wished to speak for or against the zoning change, so Mayor <br />Younger closed the public hearing.
