Mr. Brown <br />moved to appoint Barbara Keller an(] Mr. Guerra seconded the motion. <br />Mayor Younger moved to appoint Colonel Bennie Blansett. On roll <br />call the following vote was recorded: <br /> <br />BROWN: <br />FARR: <br />GUERRA: <br />YOUNGER: <br />HERNANDEZ: <br />NICOLA: <br /> <br />Keller. <br />Keller. <br />Keller. <br />Blansett. <br />Keller. <br />Keller. <br /> <br />Mayor Younger introduced a public hearing to receive comments from the <br />public relating to Karnack Cable Television for the purpose of identi- <br />fying the future cable related community needs and interests and review- <br />ing the performance of Karnack Cable Television under its current fran- <br />chise. Mayor Younger opened the public hearing and asked if anyone <br />wished to speak. No one did, so Mayor Younger closed the public hear- <br />ing. Mr. Nicola asked if Cinemax was available in San Marcos. Steve <br />Smith of Karnack said that it is not offered here. Mr. Nicola asked <br />about Ollie Giles' comments at a prior public hearing in which she <br />requested Black Entertainment Television be offered, and Frank Wawak <br />responded that Karnack does listen to the input of subscribers, and <br />that one to three times a year they review what channels should be ad- <br />ded. They consider changes in programming suggested by the subscribers <br />when 3 to 5 percent make the requests. Mr. Guerra suggested a standard <br />procedure become available for the subscribers to let Karnack know <br />what thl~y want. Mr. Wawack stated reference is made on the bill to <br />this and they can advise subscribers on Channel 9. <br /> <br />Mayor Younger introduced a public hearing on an Annexation Ordinance, <br />the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AnNEXING TO SAID CITY A TRACT OF LAND <br />CONTAINING 196 ACRES, MORE OR LESS, SITUATED ON THE <br />SOUTHEAST SIDE OF RIVER ROAD BETWEEN HIGHWAY 80 AND <br />SAN MARCOS RIVER IN HAYS COUNTY, TEXAS, SAID LAND BE- <br />ING LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION <br />OF SAID CITY AND LYING ADJACENT TO PRESENT CITY BOUN- <br />DARIES; APPROVING A SERVICE PLAN FOR SAID TRACT; EX- <br />TENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO <br />INCLUDE SAID TRACT; GRANTING TO THE INHABITANTS OF <br />SAID TRACT ALL THE RIGHTS AND PRIVILEGES OF OTHER <br />CITIZENS OF SAID CITY; BINDING SAID INfffiBITANTS BY <br />ALL OF THE ACTS AND ORDINANCES, RULES AND REGULATIONS <br />OF SAID CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak. Jimmy Payne asked the location of the annexation and what <br />services would be provided and was provided a map of the area and <br />a service plan. James Chang asked when taxes would begin for the <br />strip shopping center at Highway 80 and River Road, to which the <br />Council advised he would not be placed on the tax rolls until <br />January, 1989. Podo Konze expressed concern for paying taxes with- <br />out being provided city services and stated he would want to be pro- <br />vided services at the same time he is being taxed. No one else wished <br />to speak, so Mayor Younger closed the public hearing. <br />
