<br />97 <br /> <br />Regular Meeting <br /> <br />February 8, 1988 <br /> <br />Page 3 <br /> <br />Mayor Younger introduced a public hearing and adoption of a Zoning <br />Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, <br />1984 (VOL. 66) BY ZONING A PART OF LOT C IN BLOCK <br />NO. ONE (l) OF THE B. W. BREEDING ADDITION, CITY OF <br />SAN. MARCOS, HAYS COUNTY, TEXAS, ACCORDING TO THE <br />PLAT THEREOF RECORDED IN BOOK 0, PAGE 202 OF SAID <br />HAYS COUNTY DEED RECORDS, LOCATED AT 708 CENTER <br />STREET, FROM "M" (SINGLE-FAMILY, DUPLEX AND NEIGH- <br />BORHOOD BUSINESSES DISTRICT) TO "R-2" (SINGLE- <br />FAMILY DWELLING DISTRICT [MEDIUM DENSITY]); AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished <br />to speak for or against the Zoning change. No one did, so Mayor <br />Younger closed the public hearing. Mr. Hernandez moved for adoption <br />of the Zoning Ordinance and Mr. Farr seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Younger introduced for consideration a public hearing and adop- <br />tion of a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, <br />1984 (VOL. 66) BY ZONING LOT 5 OF THE LERNMOOR III <br />ADDITION, A SUBDIVISION OUT OF THE J. M. VERAMENDI <br />LEAGUE NO.2, CITY OF SAN MARCOS, HAYS COUNTY, TEXAS, <br />AS RECORDED IN VOLUME 3, PAGE 97 OF THE HAYS COUNTY <br />PLAT RECORDS, LOCATED AT 102 MOSSCLIFF STREET, FROM <br />"C" (COMMERCIAL DISTRICT) TO "MP-3" (MULTI-FAMILY <br />RESIDENTIAL DISTRICT [HIGH DENSITY]); AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished <br />to speak for or against the Zoning Ordinance. Robert Cunningham, <br />an architect, was present representing Zeta Tau Alpha Sorority. He <br />stated their intention is to build a sorority house on the property. <br />He stated it would be a positive change for the City and was in con- <br />formance with the Master Plan. He stated they had addressed the <br />drainage and traffic concerns with Staff. Mr. Guerra asked Dan Gib- <br />son the schedule of improvements for Post Road. Mr. Gibson stated <br />paving ~nd some drainage work needs to be done, and that when the <br />widening and repaving are done for the entire street, it will take <br />care of any problems. He also stated the State plans to signalize <br />the intersection at Loop 82 and Post Road within the next few months. <br />Mr. Guerra expressed concern of the traffic impact of the sorority <br />house in the event the voters do not approve the CIP improvements for <br />streets and drainage. Mr. Guerra asked is ZTA was aware of the plans <br />for a Greek Row on Hunter Road. Jennifer Miller of ZTA stated it was <br />estimated to occur in 10 to l5 years, and ZTA wants to build their <br />sorority house within the next year. Mr. Cunningham stated the nature <br />of student traffic should not cause traffic problems and that the <br />property drains away from Post Road. No one else wished to speak in <br />the public hearing, so Mayor Younger closed the public hearing. Mayor <br />Younger moved for adoption of the Zoning Ordinance and Mr. Farr second- <br />ed the motion, which passed unanimously. <br />
