98 Regular Meeting February 8, 1988 Page 4 Mayor Younger introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as fol- lows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURE:; AND LAND, DATED JUNE l3, 1984 (VOL. 66) BY ZONING A PART OF LOT NO. TEN (lO), BLOCK NO. ONE (1) OF THE B. F. DONALSON ADDITION, CITY OF SAN MARCOS, HAYS COUNTY, TEXAS, ACCORDING TO THE MAP OR PLAT THEREOF NOW OF RECORD IN VOL. liT", PAGES 102-l03, HAYS COUNTY DEED RECORDS, LOCATED AT ll9 CHEATHAM STREET, FROM "III (INDUSTRIAL DISTRICT) TO "CII (COMMERCIAL DISTRICT); AND DECLARING AN EFFECT- IVE DATE. Mayor Younger opened the public hearing and asked if anyone wished to speak. Mike Tolleson was present representing the owners of the pro- perty and advised the Council this zoning change was to conform a por- tion of the property which is still zoned "I" to the City Master Plan. No one else wished to speak for or against the zoning change, so Mayor Younger closed the public hearing. Mr. Brown moved for adoption of the Zoning Ordinance and Mr. Hernandez seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANENDING CHAPTER 29 OF THE SAN MARCOS CODE OF ORDINANCES BY THE ADDITION OF A NO PARKING/ TOW AWAY ZONE ON WOODS STREET, AND ESTABLISHING AN EFFECTIVE DATE. Mr. Hernandez moved for approval of the Ordinance on first reading and Mr. Farr seconded the motion. Alan Holzgrafe, a student at SWT, advised the Council a priest (Father McCabe) requested this change, which would eliminate 5 to 6 parking spaces. He stated it was not logical to take away these spaces. He stated the priest had made complaints regarding additional litter. Mayor Younger stated with the yellow stripe already on the curb, he sees no reason for this Ordinance but that the stripe may need to be extended if the garbage truck is having d~fficulty, without eliminating all the parking spaces. On roll call the following vote was recorded: AYE: None. NAY: Farr, Guerra, Younger, Hernandez, Nicola. ABSTAIN: Brown. Mayor Younger introduced for consideration approval of four Ordinances on second reading and two Ordinances on third and final reading by consensus. The Council pulled Item 8.B. (2) to be considered separ- ately. Mr. Farr moved to approve the four Ordinances on second read- ing and the remaining Ordinance on third and final reading by consensus and Mr. Hernandez seconded the motion, which passed unanimously.
