Mr. Hankins stated language could be added that the re- <br />mainder of the 25 acres will be park property. Mr. Kyle stated <br />the Jocation of the library on parkland should be specified. Rod- <br />ney Cobb stated there was concern by the Parks Board and Library <br />Board of the removal of the parkland restriction on all the 25 <br />acres. Mr. Guerra stated maybe this proposition could be delayed <br />and a joint bond election held by the School District and City in <br />October, 1988, which would give the City more time to word the pro- <br />position. Mr. Brown stated if the proposition is delayed, it may <br />cause difficulties for the library to proceed. Mr. Guerra stated <br />the economy is not right for a bond election. Mayor Younger feels <br />the proposition regarding the removal of the parkland restriction <br />so the library can be constructed should be left on the ballot. He <br />also advised that he had talked with the preacher of the Baptist <br />Church located next to the library and that they were not in a hurry <br />to purchase the library. Mayor Younger wants the restriction removed <br />so the City could also include any recreational facility which would <br />be controlled or owned by the City. David Williford, a former member <br />of the Parks Board, requested the Council reword the proposition to <br />limit the acreage that the parkland restriction is being removed rath- <br />er than remove the restriction from all 25 acres. Mr. Hankins suggest- <br />ed wording of the restriction being removed for the sole purpose of <br />a city library and remaining property to revert to dedicated parkland <br />when the library is sited. Tom Allen, a former member of the Parks <br />Board, stated the Board had discussed the use of the 25 acres for a <br />multi-purpose recreational facility but that they wanted each develop- <br />ment to stand on its own merit. he requested the Council not re- <br />move the parkland restriction from all 25 acres to build the <br />library. He stated the property needs to remain city owned and con- <br />trolled and that the location of the library needs to be specified. <br />(Mr. Farr present at this time - 10:15 p.m.). Mr. Hankins suggested <br />thE~ possibility of a proposition to amend Sec. 3.07 of the Charter to <br />add to the definition of park purposes a city library. Mr. Hankins <br />said he would have to research state law to see if that would be al- <br />lowed. Stephanie Langenkamp stated if a site had to be specified for <br />the location of the library, time and money would be involved in get- <br />ting the metes and bounds description. Mr. Nicola wanted to pursue <br />Bill Stouffer's suggestion of placing a library on parkland by making <br />it allowable in the Charter. Mr. Guerra moved to amend the Ordinance <br />to delete Proposition 23 (removing the parkland restriction to place <br />a library on the property) and renumber all the following propositions <br />and Mr. Eernandez seconded the motion. On roll call the following <br />vote was recorded: <br /> <br />AYE: <br /> <br />Brown, Guerra, Hernandez. <br /> <br />NAY: <br /> <br />Younger, Nicola. <br /> <br />ABSTAIN: <br /> <br />Farr. <br /> <br />The motion failed. Mr. Hankins offered the Council new language to <br />consider for the wording of the parkland/library proposition as <br />follows: ~Removal of the parkland restriction on the use of a 25- <br />acre tract of City-owned land, more or less, located across Hopkins <br />Street from City Hall and bordered by East Hopkins Street, West Bugg <br />Lane, and Missouri-Pacific Railroad right-of-way, so that the property <br />can be used for the sole purpose of constructing a City Library, and <br />provided that after the library is located at a site on the property <br />or at the end of five (5) years, whichever comes first, the remaining <br />acreage shall be returned to parkland restriction." Mr. Guerra moved <br />to amend the Ordinance to word the proposition as read into the record <br />by Mr. Hankins and Mr. Brown seco~ded the motion. On roll call the fol- <br />lowing vote was recorded: <br />
