ll7 MINUTES OF THE EMERGENCY MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FEBRUARY lO, 1988 PRESENT: Mayor J. E. Younger Mayor Pro-Tem Council Members Gerald G. Farr Karl W. Mayor Younger introduced Item 3, the adoption of two Ordinances on t:;rnergency.Mr. Hankins advised the Council that Item 3.A. would delete from the May 7 election ballot the removal of the parkland restriction for the construction of a library and Item 3.B. offered the Council amended wording (from the Ordinance adopted February 8, 1988 calling for the Election May 7, 1988) regarding the removal of the parkland restriction for the construction of a library. Ms. Langenkamp ad- vised the Council the Library Board had met and preferred to have the restriction of parkland for the construction of a library removed from the ballot until such time as a bond election is held, and that they both be on a ballot at the same time. One of their reasons in making this recommendation was to allow the Library Board to serve as a blue ribbon committee to encourage citizens to vote for this proposition at one election, rather than the two items appear on two separate ballots. Mr. Brown stated he was in favor of the restriction of parkland being on this ballot to get an indication from the voters if they want the library on this parkland before a bond election is held and before expenses are incurred. Mr. Gonzalez advised the Council the architectural services for a library master plan could be done inexpensively. Mayor Younger stated a bond election for a library might be premature at this time. Mayor Younger introduced for consideration adoption of an Ordinance on emergency, which Ordinance was read in its entirety, the caption which reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT ELECTION ORDINANCE CALLING FOR A SPECIAL AND A JOINT GENERAL ELECTION BY SAID CITY AND THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL DIS- TRICT TO BE HELD IN THE CITY OF SAN MARCOS, TEXAS ON MAY 7, 1988, WHICH WAS APPROVED ON EMERGENCY BY THE CITY COUNCIL AT ITS REGULAR MEETING ON FEBRUARY 8, 1988, TO DELETE PROPOSITION 22, PERTAINING TO THE REMOVAL OF THE PARKLAND RESTRICTION ON A 25 ACRE TRACT OF CITY-OWNED LAND, AND DECLARING AN EMERGENCY. * Ms. Kissler present at 6:58 p.m. ** Mr. Nicola not present at this meeting.
