On roll call the following vote <br />was recorded: <br /> <br />AYE: <br /> <br />Brown, Farr, Guerra, Hernandez. <br /> <br />NAY: <br /> <br />Younger. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />The motion failed to be adopted on emergency (thi~ would require a <br />minimum of 5 votes of approval) but received enough votes to pass <br />on first reading, which would require two more readings for adoption. <br /> <br />Mayor Younger introduced for consideration adoption of an Ordinance <br />on emergency, which Ordinance was read in its entirety, the caption <br />which reads as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING PROPOSITION NO. 22, WHICH <br />CONCERNS THE REMOVAL OF A PARKLAND RESTRICTION FROM <br />CITY-O~mED PROPERTY, OF THAT ELECTION ORDINANCE <br />ORDERING A SPECIAL AND A JOINT GENERAL ELECTION BY <br />SAID CITY AND THE SAN MARCOS CONSOLIDATED INDEPENDENT <br />SCHOOL DISTRICT TO BE HELD IN THE CITY OF SAN MARCOS, <br />TEXAS, ON MAY 7, 1988, AND DECLARING AN EMERGENCY. <br /> <br />Mr. Guerra moved for adoption of t~e Ordinance on emergency and <br />Mr. Hernandez seconded the motion. Mr. Brown moved to amend the <br />Ordinance in SECTION 1. in the wording of the Pròposition as fol- <br />lows: "... after the passage of this proposition, is rededi- <br />cated by the City Council for use only for park and-reerea~~efla~ <br />purposes and for a City library," and Mayor Younger seconded the <br />motion. On roll call the follovling vote was recorded: <br /> <br />AYE: <br /> <br />Brown, Farr, Younger, Hernandez, Kissler. <br /> <br />NAY: <br /> <br />Guerra. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />On roll call for adoption of the Ordinance, the following vote was <br />recorded: <br /> <br />AYE: <br /> <br />None. <br /> <br />NAY: <br /> <br />Brown, Farr, Guerra, Younger, Hernandez, Kissler. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />The Ordinance failed. <br /> <br />Mr. Brown moved to reconsider Item 3.A., the adoption of an Ordinance <br />on emergency, which caption reads as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THAT ELECTION ORDINANCE CAL- <br />LING FOR A SPECIAL AND A JOINT GENERAL ELECTION BY <br />SAID CITY AND THE SAN MARCOS CONSOLIDATED INDEPENDENT <br />SCHOOL DISTRICT TO BE HELD IN THE CITY OF SAN MARCOS, <br />TEXAS ON MAY 7, 1988, WHICH WAS APPROVED ON EMERGENCY <br />BY THE CITY COUNCIL AT ITS REGULAR MEETING ON FEBRUARY <br />8, 1988, TO DELETE PROPOSITION 22, PERTAINING TO THE <br />REMOVAL OF THE PARKLAND RESTRICTION ON A 25 ACRE <br />TRACT OF CITY-OWNED LAND, AND DECLARING AN EMERGENCY. <br />
