ll8 Emergency Meeting February 10, 1988 Page 2 Mr. Brown moved for adoption of the Ordinance on emergency and Mr. fiernandez seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Guerra, Hernandez. NAY: Younger. ABSTAIN: None. The motion failed to be adopted on emergency (thi~ would require a minimum of 5 votes of approval) but received enough votes to pass on first reading, which would require two more readings for adoption. Mayor Younger introduced for consideration adoption of an Ordinance on emergency, which Ordinance was read in its entirety, the caption which reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING PROPOSITION NO. 22, WHICH CONCERNS THE REMOVAL OF A PARKLAND RESTRICTION FROM CITY-O~mED PROPERTY, OF THAT ELECTION ORDINANCE ORDERING A SPECIAL AND A JOINT GENERAL ELECTION BY SAID CITY AND THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT TO BE HELD IN THE CITY OF SAN MARCOS, TEXAS, ON MAY 7, 1988, AND DECLARING AN EMERGENCY. Mr. Guerra moved for adoption of t~e Ordinance on emergency and Mr. Hernandez seconded the motion. Mr. Brown moved to amend the Ordinance in SECTION 1. in the wording of the Pròposition as fol- lows: "... after the passage of this proposition, is rededi- cated by the City Council for use only for park and-reerea~~efla~ purposes and for a City library," and Mayor Younger seconded the motion. On roll call the follovling vote was recorded: AYE: Brown, Farr, Younger, Hernandez, Kissler. NAY: Guerra. ABSTAIN: None. On roll call for adoption of the Ordinance, the following vote was recorded: AYE: None. NAY: Brown, Farr, Guerra, Younger, Hernandez, Kissler. ABSTAIN: None. The Ordinance failed. Mr. Brown moved to reconsider Item 3.A., the adoption of an Ordinance on emergency, which caption reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT ELECTION ORDINANCE CAL- LING FOR A SPECIAL AND A JOINT GENERAL ELECTION BY SAID CITY AND THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT TO BE HELD IN THE CITY OF SAN MARCOS, TEXAS ON MAY 7, 1988, WHICH WAS APPROVED ON EMERGENCY BY THE CITY COUNCIL AT ITS REGULAR MEETING ON FEBRUARY 8, 1988, TO DELETE PROPOSITION 22, PERTAINING TO THE REMOVAL OF THE PARKLAND RESTRICTION ON A 25 ACRE TRACT OF CITY-OWNED LAND, AND DECLARING AN EMERGENCY.
