<br />from the date of receipt of bids and the Engineer will provide a written recommendatIon for <br />award of bid within 10 calendar days after receipt of the bid documents. <br /> <br />1.6.7 Have no authority to Issue a Notice to Proceed to any Contractor. <br /> <br />1.7 TASK 6 - CONSTRUCTION ADMINISTRATION <br /> <br />The Construction phase of this ProJect wIll commence with the award of the construction <br />contract and will terminate when the Project is accepted by the City. The Engineer will: <br /> <br />1.7.1 Provide servIces dunng constructIon ("SDC") to assIst the City in coordinating the sIte <br />activitIes, admInistering the constructIon contract, monItoring the contractor's performance, <br />verifying that the Contractor's work is in substantial compliance wIth the contract documents, <br />responding to design and technical submittals, responding to events that occur during the <br />construction and closing out the contract for construction all as set forth In the construction <br />contract documents unless othenvise provided in thIS Agreement and incorporated in the <br />constructIon contract documents. These SDC are based upon the understandIng that the CIty will <br />contract directly WIth the Contractor, and will be involved In the construction process to make <br />deciSIons with assistance from the Engineer, provide approvals and perform other actions <br />necessary for the completIon of the construction. These SDC are also based upon the CIty <br />executing a contract for construction with the Contractor that is as consistent as possible with <br />thIS Agreement and with these SDC, and which provides the reqUIsite authority for the Engineer <br />to fulfill its SDC responsibilities. <br /> <br />1.7.2 Be a representative but not an agent of the City during the construction phase, and adVIse <br />and consult with the City and provide progress reports and advice to the City in writing; forward <br />the City's instructions to the Contractor unless (1) EngIneer is unavailable by telephonic <br />communicatIon or otherwise to Issue instructions necessary for the proper progress and <br />acceptance of work; (2) jeopardy to life and/or property exists~ and/or (3) lack of instructions <br />and/or unavailabIlity of Engineer will result in, in City's opinion, harm to City, In whIch case <br />instructions may be forwarded dIrectly to the Contractor by the City; have authonty to act on <br />behalf of the CIty only to the extent provided herein and in the construction contract documents <br />unless otherwIse modIfied by wntten Instrument in accordance with SectIon 12.1. Any <br />instructions issued dIrectly by CIty to Contractor will be promptly communicated to the Engineer <br />if the Engineer was unavailable at the time of issuance of instructions. <br /> <br />1.7.3 Assist the City in conducting a pre-construction conference with the Contractor, members <br />of City's staff, representatives of affected utility providers, and federal and state agencies haVIng <br />jurisdIctIon over the ProJect (including City inspectors) in order to review Project coordination, <br />required procedures, the Contractor's general work plan, construction schedule, requirements for <br />the Project and to identify key representatives of the parties and lines of communication. The <br />Engineer will take minutes or otherwise record the results of this conference. <br /> <br />1.7.4 Assist the City in ensuring that all applicable permIts and approvals have been obtained <br />by the Contractor from the appropriate agencies prior to construction. <br /> <br />Wet Weather Improvements Project - CH2M Hill <br /> <br />7 <br />
