On roll call the follow- <br />ing vote was recorded: <br /> <br />AYE: <br /> <br />Brown, Farr, Guerra, Hernandez, Kissler. <br /> <br />NAY~ <br /> <br />Younger. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />On roll call for the adoption of the Ordinance, the following vote <br />was recorded: <br /> <br />AYE: <br /> <br />Brown, Farr, Guerra, Hernandez, Kissler. <br /> <br />NAY: <br /> <br />Younger. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />Mayor Younger introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: (Agenda Item 4.A.) <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AUTHORIZING THE ISSUANCE AND SALE OF <br />CITY OF SAN MARCOS, TEXAS, WATERWORKS AND SEWER SYSTEM <br />REVENUE BONDS, SERIES 1988, IN THE AGGREGATE PRINCIPAL <br />AMOUNT OF $1,320,000, PRÉSCRIBING THE FORM OF SAID <br />BONDS; PROVIDING FOR THE SECURITY FOR AND PAYMENT <br />OF SAID BONDS; AWARDING THE SALE THEREOF; APPROVING <br />THE OFFICIAL STATEMENT; ENACTING OTHER PROVISIONS RE- <br />LATING TO THE SUBJECT; AND DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Hernandez seconded the motion. Mr. Guerra moved to amend the Ordinance <br />on Page 4, Section 3.02(b) to add the following interest rates: <br /> <br />1990 <br />1991 <br />1992 <br />1993 <br />1994 <br />1995 <br />1996 <br />1997 <br /> <br />9.40% <br />9.40% <br />9.40% <br />9.40% <br />9.40% <br />9.40% <br />6.40% <br />6.50% <br /> <br />1998 <br />1999 <br />2000 <br />2001 <br />2002 <br />2003 <br />2004 <br />2005 <br /> <br />6.70% <br />6.90% <br />7.00% <br />7.00% <br />7.15% <br />7.20% <br />7.25% <br />6.875% <br /> <br />and on Page 31, Section 14.01 to read as follows: "The Bonds are here- <br />by officially sold and awarded to Prudential Bache Securities, Inc., <br />and Associates, at a price of par, plus accrued interest from the <br />date of the Bonds to the Closing Date, and a premium of $~O-," and <br />Ms. Kissler seconded the motion, which passed unanimously (Mr. Brown <br />not present to vote on this item or for the remainder of the meeting - <br />6:30 p.m.). The Council then voted unanimously for adoption of the <br />Ordinance on emergency. <br /> <br />Mayor Younger introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: (Agenda Item 4.B.) <br />
