<br />131 <br /> <br />Regular Meeting <br /> <br />February 22, 1988 <br /> <br />Page 3 <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and <br />Mr. Guerra seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration an addendum, adoption of <br />an Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING AN ORDINANCE ENTITLED "AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AUTHORIZING THE ISSUANCE AND SALE <br />OF CITY OF SAN MARCOS, TEXAS, GENERAL OBLIGATION <br />BONDS, SERIES 1988, IN THE AGGREGATE PRINCIPAL <br />AMOUNT OF $1,660,000, PRESCRIBING THE FORM OF <br />SAID BONDS; PROVIDING FOR THE SECURITY FOR AND <br />PAYMENT OF SAID BONDS; AWARDING THE SALE THEREOF; <br />APPROVING THE OFFICIAL STATEMENT; ENACTING OTHER <br />PROVISIONS RELATING TO THE SUBJECT; AND DECLARING <br />AN EMERGENCY" TO PROVIDE FOR CERTAIN FUNDS TO BE <br />ACCUMULATED AND MAINTAINED AS SECURITY FOR SAID <br />BONDS AND PROVISION FOR MUNICIPAL BOND GUARANTY <br />INSURANCE; CONTAINING OTHER PROVISIONS RELATING <br />THERETO; AND DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Hernandez seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration an addendum, adoption of <br />an Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING AN ORDINANCE ENTITLED "AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AUTHORIZING THE ISSUANCE AND SALE <br />OF CITY OF SAN MARCOS, TEXAS, COMBINATION TAX AND <br />REVENUE CERTIFICATES OF OBLIGATION, SERIES 1988, IN <br />THE AGGREGATE PRINCIPAL AMOUNT OF $1,340,000, PRESCRIB- <br />ING THE FORM OF SAID CERTIFICATES; PROVIDING FOR THE <br />SECURITY FOR AND PAYMENT OF SAID CERTIFICATES; AWARD- <br />ING THE SALE THEREOF; APPROVING THE OFFICIAL STATEMENT; <br />ENACTING OTHER PROVISIONS RELATING TO THE SUBJECT; AND <br />DECLARING AN EMERGENCY" TO PROVIDE FOR CERTAIN FUNDS <br />TO BE ACCUMULATED AND MAINTAINED AS SECURITY FOR SAID <br />BONDS AND PROVISION FOR MUNICIPAL BOND GUARANTY INSUR- <br />ANCE; CONTAINING OTHER PROVISIONS RELATING THERETO; <br />AND DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Guerra seconded the motion, which passed unanimously. Mayor Younger <br />stated he wanted the record to reflect that although he voted approval <br />of the adoption of this Ordinance, he was not in favor of the City <br />~suing certificates of obligation. <br /> <br />Mayor Younger introduced IteD~ 12.C. on the agenda, a discussion of <br />changing the name on a portion of Martin Luther King Drive to Comal <br />Street. Rudy DeLeon, the son of Martin DeLeon and the brother of <br />Mary Islas, was present representing his family to request the Coun- <br />cil change a two-block segment once known as East Comal and now re- <br />named Martin Luther King back to East Comal. His family did not <br />want to have to change credit cards, etc. to Martin Luther King and <br />said the street had for many years been known as East Comal and that <br />they wanted it to remain East Comal. Johnnie Armstead stated she had <br />petitioned 200 to 300 persons to change the name and was not aware of <br />the.t~o-block area o~ce known as East Comal or she would have personally <br />notlfled them. Nelvla Burleson, Ollie Giles and Rose Brooks all ex- <br />pressed they wanted the street to remain known as Martin Luther King. <br />
