<br />137 <br /> <br />Regular Meeting <br /> <br />February 22, 1988 <br /> <br />Page 9 <br /> <br />as parking is, he did not want to take away parking spaces, but that <br />the City could look into the possibility of parking meters if the <br />Police Department and Engineering Department felt it was warranted, <br />and with the agreement adopted by the Council earlier in the meeting, <br />our Police Department could cooperate with SWT Police to enforce the <br />no parking zone. Mr. Hernandez stated that the City makes an effort <br />to enforce the no parking zones, but that is what is needed to correct <br />this situation. Mr. Hernandez was in agreement with Mayor Younger to <br />look into placing parking meters in this area and perhaps in other <br />areas as well. Mr. Guerra suggested the Staff and Council work with <br />the SWT Liaison group to resolve this problem. Mr. Gonzalez stated <br />the City would pursue enforcement of the no parking zone and would <br />work with SWT Police and City Police to ticket cars in that zone. <br />Mayor Younger directed enforcement of the no parking zone and for <br />Staff to make a recommendation regarding timed parking in that area. <br />A student, .Joe Humbert, who is also a dorm resident in the Woods <br />Street area, presented a petition with 160 signatures opposing the <br />tow-away zone on Woods Street and stated the five spaces Father McCabe <br />has requested alleviating are needed. He stated if the yellow no <br />parking zone was enforced, there should not be any problems with the <br />garbage trucks getting in. <br /> <br />Mayor Younger introduced a discussion of a proposed Ordinance amending <br />Chapter 16, Code of Ordinances, by the addition of Section 16-14 to <br />be entitled "Residential Sales of Household Goods". Mr. Guerra stated <br />he was not in favor of such an Ordinance. Lane Obert stated there are <br />two houses on West hopkins who are in the furniture business, but are <br />able to continue operating out of their homes because they call them <br />garage sales. She is concerned with the traffic and safety of her <br />children. Mr. Hankins stated they could be reported to the Comptroller <br />for not paying sales tax. Mr. Hernandez stated there is a need to en- <br />force this problem in residential neighborhoods. Mr. Hankins advised <br />the Council the City of College Station only allows residents to hold <br />two garage sales per year and have to go through a permitting process. <br />Dan Gibson advised the Council the Staff reviewed Ordinances from <br />Dallas, Kerrville, New Braunfels, Round Rock and College Station. <br />Ms. Kissler stated she did not like this Ordinance but wants protection <br />for neighborhoods, and wanted to know why the City can't just enforce <br />R~l zoning, and Mr. Hankins stated the problem is proving they are <br />operating a business, but that maybe it could be handled with a per- <br />mitting process. Mr. Hernandez stated this problem needs to be ad- <br />dressed in an Ordinance. Mr. Brown stated he thought the City needs <br />an Ordinance to address neighbors that face this problem, but wants <br />recourse for neighbors rather than enforcement of the problem. Mr. <br />Guerra stated he does not want an Ordinance because it would cause <br />economic impact on some families. Mayor Younger stated he did not <br />feel this Ordinance would alleviate the problem. Staff was directed <br />to provide other recommendations to the Council. <br /> <br />The next item on the agenda, an Executive Session pursuant to Article <br />6252-17, §2(e), V.A.C.S., to discuss matters where the duties of the <br />City Attorney to the City pursuant to the Code of Professional Respon- <br />sibility of the State Bar of Texas clearly conflicts with Article <br />6252-17, was not considered by the City Council at this meeting. No <br />Executive Session was held. <br /> <br />The meeting adjourned at 10:33 p.m. on motion made by Mr. Hernandez <br />and seconded by Ms. Kissler. <br />
