2) the recruitment of new Primary Employers to the San Marcos area. In this Agreement, a "Primary Employer" is a company whose goods, services and shipments are ultimately exported to statewide, national or international markets, infusing new dollars into the economy ofthe City. C. Small Business Economic Development. The Chamber will continue its efforts in working with prospects that are small businesses. For the purpose of this agreement a small business shall mean any business whose gross annual revenues do not exceed $500,000. The services offered to small businesses shall include evaluating the immediate needs of such prospects and assisting them in finding resources appropriate to their needs. The Chamber will work with the Economic Development Director to facilitate educational events that communicate the efforts of the City, the Chamber and ED Board to the public regarding their collaborative efforts in working towards established economic development goals. D. Initial Contact. The Chamber, through the Economic Development Director, agrees to function as the City's initial contact for prospective and current employers and businesses in matters related to economic development. E. Office. The Chamber agrees to maintain an office located within the San Marcos city limits that meets ADA requirements for accessibility and is staffed from 8:00 a.m. until 5:00 p.m., Monday through Friday, excluding City-recognized holidays. F. Economic Development Director. 1. The Chamber agrees to employ a full-time Economic Development Director to serve as the Chamber's manager for the performance of services under this Agreement, and to act as principal liaison to the ED Board, City Council and City staff on economic development matters. 2. The Chamber agrees that the hiring of the Economic Development Director by the Chamber, and the salary and benefits provided by the Chamber to the Economic Development Director, will be subject to approval by the City Council upon recommendation of the ED Board. The Chamber also agrees that the City Council will have authority to require the Chamber to remove the person holding the position of Economic Development Director from that position for any reason deemed sufficient to the Council. In the event of any such removal, the Chamber, after consultation with the ED Board, shall promptly recommend a replacement for Page 2 of 8
