City Council Meeting Minutes November 18, 2014 <br />amending the Official Zoning Map of the City by rezoning a 0.545 acre, more or less, <br />tract of land out of Lot 3 of the San -N -Pac Centerpoint Subdivision, located at the <br />3900 block of IH -35 south, from "FD" Future Development District to "GC" General <br />Commercial District; and including procedural provisions. <br />Kristy Stark, Assistant Director of Development Services, provided a brief update. <br />Mayor Guerrero opened the Public Hearing at 7:06 p.m. <br />There being no comments, the Mayor closed the Public Hearing at 7:06 p.m. <br />A motion was made by Deputy Mayor Pro Tern Scott, seconded by Council Member Thomason, <br />to approve Ordinance 2014 -69, on the first of two readings. The motion carried by the following <br />vote: <br />For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, <br />Deputy Mayor Pro Tern Scott, Mayor Pro-Tern Prather, Council Member Prewitt <br />and Council Member Hughson <br />Against: 0 <br />14. Consider approval of Ordinance 2014 -70, on first of two readings, approving a <br />petition submitted by Metcalfe, Wolfe, Stuart & Williams, LLP on behalf of Walton <br />Texas, LP granting the consent of the City of San Marcos, Texas, to the creation of <br />Cotton Center Municipal Utility District No. 1 within the City's Extraterritorial <br />Jurisdiction; approving a consent agreement; authorizing the City Manager to execute <br />the consent agreement; and providing for an effective date. <br />Kevin Burke, Economic & Development Coordinator, provided a brief update. <br />Mayor Guerrero opened the Public Hearing at 7:13 p.m. <br />Dianne Wassenich, 11 Tanglewood, stated that in the 90's the river foundation worked very hard <br />to improve the discharges of the river. She is glad to see that the city will oversee this, but she <br />mentioned the problems that the City of Kyle has had with their wastewater treatment. The area <br />of where this is will drain into the tributary of plum creek that will go into the river. She stated <br />that the San Marcos plant is almost at capacity for water treatment. Whenever we look at this <br />area of development we have to think about what we are going to do this wastewater and how it <br />will be treated. You have a good plant and good folks, but just think about the needed capacity. <br />There being no further comments, the Mayor closed the Public Hearing at 7:16 p.m. <br />A motion was made by Deputy Mayor Pro Tern Scott, seconded by Mayor Pro Tern Prather, to <br />approve Ordinance 2014 -70, on the first of two readings.
