City Council Meeting Minutes November 18, 2014 receipt of Edwards Aquifer Authority funding for the extension period; and declaring an effective date. 7. Consider approval of Resolution 2014 -157R approving an annual contract between the City of San Marcos and San Antonio Testing Laboratory, Inc. for the provision of analytical testing services for the Public Services Department in the total annual amount of $33,225.00; ratifying the Purchasing Manager's execution of the purchasing documents on behalf of the City; approving an extension of the annual contract in an estimated annual amount of $33,225.00; and declaring an effective date. 8. Consider approval of Resolution 2014 -158R awarding a construction contract to M &C Fonseca Construction Co. Inc., for the Loop Street Water Line Improvements Project (IFB 215 -002) in the bid amount of $725,198.60 contingent upon the bidder's timely submission of sufficient bonds and insurance in accordance with the City's bid documents for the project; authorizing the City Manager or his designee to execute the contract documents on behalf of the City; and declaring an effective date. 9. Consider approval of Resolution 2014 -159R approving an annual contract between the City of San Marcos and Atlas Environmental for the provision of an Aquatic Invasive Fish and Snail Removal Plan and implementation for the Community Services Department in the total annual amount of $24,960.00; ratifying the Purchasing Manager's execution of the purchasing documents on behalf of the City; approving an extension of the annual contract in an estimated annual amount of $25,354.37; and declaring an effective date. 10. Consider approval of Resolution 2014 -16OR finding a tool compartment utilized by the City of San Marcos Fire Department to be surplus and of no value; authorizing the City to donate this tool compartment to the City of Buda Fire Department; authorizing the City Manager or his designee to execute any necessary documents to facilitate the donation of this tool compartment; and declaring an effective date. 11. Consider approval of Resolution 2014 -161 R approving an annual State Use Contract between the City of San Marcos and Goodwill Temporary Services, Inc. through TIBH Industries, Inc. for the provision of janitorial services for the City Activity Center, Police Department, Public Library and Neighborhood Services Building in a not to exceed annual amount of $208,909.92; authorizing the City Manager or his designee to execute this contract on behalf of the City and; declaring an effective date. 12. Consider approval of Resolution 2014 -162R approving a contract with CompassCom Software Corporation for the purchase of automatic vehicle locator software and hardware as a sole source procurement for the Police Department in the amount of $99,075.00; authorizing the City Manager or his designee to execute the appropriate purchasing documents on behalf of the City; and declaring an effective date.
