<br />110 <br /> <br />Regular Meeting <br /> <br />May 23, 1988 <br /> <br />Page 2 <br /> <br />Mayor Morris introduced for consideration approval of four appoint- <br />ments to the Human Services Advisory Board. Mayor Morris moved to <br />appoint Soila Rodriguez, Mr. Moore moved to appoint Cathy Lewellin, <br />Mr. Guerra moved to appoint Joe Pacheco and Mr. Plummer moved to <br />appoint Rosina Valle. The Council voted unanimously for approval <br />of these four appointments. <br /> <br />Mayor Morris introduced for consideration approval of one appointment <br />to the Planning Commission to complete the vacancy of Billy G. Moore. <br />Mr. Moore moved to appoint John Meeks, and the Council voted unanimously <br />for approval of this appointment. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />from the Planning Commission to the Historic Preservation Commission. <br />Mr. Moore moved to appoint Aart Millecam, and the Council voted unani- <br />mously for approval of this appointment. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to the Library Board. No nominations were received and this will be <br />rescheduled for the next Regular Meeting. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to the Tourist Development Council. Mr. Hernandez moved to appoint <br />Fred Guerra, Mayor Pro-Tem, to complete the vacancy of Gerald G. Farr, <br />the former Mayor Pro-Tern serving as the Council's representative to <br />the Tourist Development Council, and Mr. Moore seconded the motion. <br />On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Moore, Hernandez, Morris, Kissler, Plummer. <br /> <br />NAY: <br /> <br />None. <br /> <br />ABSTAIN: <br /> <br />Guerra. <br /> <br />Mayor Morris introduced for consideration confirmation <br />Manager's appointment to the Civil Service Commission. <br />reappointed Daniel Bell. Ms. Kissler moved to confirm <br />reappointment and Mr. Moore seconded the motion, which <br />mously. <br /> <br />of the City <br />Mr. Gonzalez <br />Dr. Bell's <br />passed unani- <br /> <br />Mayor Morris introduced the receiving of the fiscal year 1989-1993 <br />Capital Improvements Program (CIP) from the Planning Commission. <br />Mr. Aart Millecarn reviewed portions of the CIP program with the <br />Council, copies of the program being provided to the Council prior <br />to the meeting. Mr. Milleaam stated the benefits of capital improve- <br />ments programming provides: (1) the systematic review of proposed <br />projects affords an opportunity to coordinate them as to timing, lo- <br />cation and financing, thereby avoiding such mismanagement as paving <br />a street one year and having to tear it up the next to install a sewer; <br />(2) concurrent fiscal analysis provides the opportunity to determine <br />the most appropriate means of financing the expenditure and allowing <br />enough "lead-time" to prepare for it; (3) implementation of plans for <br />community facilities are ensured by linking the Master Plan and fis- <br />cal plan to physical development; (4) the CIP process often reveals <br />neglected needs and areas of service; (5) the CIP process can help <br />stabilize tax rates through intelligent debt management; (6) capital <br />improvements programming contributes to a better overall management <br />of City affairs by providing all participants with the opportunity to <br />take a long-range view of their future activities and responsibilities; <br />and (7) a CIP ensures some continuity when decision makers change be- <br />cause of expiring terms or personnel changes (Pgs. 2-3, CIP 1989-1993). <br />Mr. Millecam stated the CIP implements the Master Plan, it is an effi- <br />cient use of public resources and provides necessary facilities for <br />growth. The CIP will be reviewed in depth in Workshops during the <br />budget process. <br />
