<br />111 <br /> <br />Regular Meeting <br /> <br />May 23, 1988 <br /> <br />æage 3 <br /> <br />Mayor Morris introduced a report from Helen VanGundy, Chairman of <br />the Cemetery Commission. Mrs. VanGundy reviewed with Council a <br />written report stating the concerns of the Commission regarding the <br />Cemetery, a copy of which is attached to these minutes. <br /> <br />Mayor Morris introduced a report from the Tourist Development Council <br />and direction to Staff regarding the amendment of the Chamber of Com- <br />merce Contract regarding expenditures of Hotel/Motel Tax monies. Jack <br />Lindstrom, one of the City's representatives to the Tourist Development <br />Council, advised the Council the City of San Antonio receives $5 million <br />annually from sales tax, which 100% goes back into tourism, generating <br />$1 billion annually to their City. Mr. Lindstrom stated our City's <br />7% is divided as follows: 3/7thsto a future civic center (approximately <br />$350,000 to date) and 4/7ths for the development of tourism (approximately <br />$147,000, with only $89,000 for advertising San Marcos). The TDC re- <br />quested the Council make available $65,000 of the funds set aside for <br />the civic center to put into advertising San Marcos (Tourist Informa- <br />tion Station from June to October $27,700¡ advertising $24,950¡ packag- <br />ing $4,400¡ river marketing [in-town signs] $800¡ and 2 billboards <br />$7,000). Mr. Plummer moved the necessary documents be prepared to <br />make the budget amendments necessary for the transfer of the $65,000 <br />at the next scheduled meeting of the Council and Mr. Guerra seconded <br />the motion, which passed unanimously. Mr. Lindstrom on behalf of TDC <br />further requested the Council consider making available the entire 7% <br />in the 1988-1989 fiscal year budget for the promotion and advertising <br />of San Marcos for a one-year period as a test to see what can be generated. <br /> <br />Mayor Morris introduced for consideration a public hearing pursuant to <br />Section 8.02 of the Charter of the City of San Marcos, Texas to receive <br />public input to assist the City Council in formulating a Policy State- <br />ment to be used by the City Manager as direction during the preparation <br />of the budget for 1988-1989. Mayor Morris opened the public hearing. <br />R. G. Phillips stated the City invests $20 million in the Federal Home <br />Loan Banking System, and that he wants the funds removed from that system <br />and placed in U. S. Treasury Securities. Nina pryatel stated she was <br />in hopes there would be funds for staff raises. Shirley Wickersham <br />stated she thought the City's funds should be placed in banks in San <br />Marcos. No one else wished to speak, so Mayor Morris closed the public <br />hearing. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ESTABLISHING A FRANCHISE AGREEMENT <br />WITH KARNACK CORPORATION, GRANTING THE AUTHORITY, <br />RIGHT AND PRIVILEGE TO OPERATE AND MAINTAIN A CITY- <br />WIDE TELEVISION SIGNAL DISTRIBUTION SERVICE FOR THE <br />DISTRIBUTION OF AUDIO, VIDEO AND RADIO SIGNALS; AND <br />PROVIDING THE TERMS AND PROVISIONS UNDER WHICH THE <br />SYSTEM SHALL BE OPERATED AND MAINTAINED¡ AND ESTABLISH- <br />ING AN EFFECTIVE DATE OF THE AGREEMENT. <br /> <br />Mr. Hernandez moved for approval of the Ordinance on first reading and <br />Ms. Kissler seconded the motion. Mr. Hankins advised the Ordinance <br />includes a 5% fee, no area will have a lower level of service than <br />another, a parental lock box provision is offered for a nominal fee, <br />Karnack will provide $40,000 equipment for broadcasting purposes from <br />the Council Chambers and an additional $40,000 in equipment in ten <br />years, upon request by the City, there will be increased auditing <br />
