Mr. Hankins stated <br />the City will be responsible for the broadcasting, and that he has <br />discussed this subject with SWT who could provide the broadcasting <br />for little or no cost to the City, or the City could consider con- <br />tracting with Karnack for a fee. Dan Thomas, President of KLBJ, stated <br />within five years Karnack will offer 50 channels. The Council voted <br />unanimously for approval of the Ordinance on first reading. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ADOPTING A NEW SECTION 5-39 TO BE <br />ADDED TO DIVISION 2 OF ARTICLE II OF CHAPTER 5 OF <br />THE CODE OF ORDINANCES OF SAID CITY AMENDING TABLE <br />M-2 OF APPENDIX M OF THE 1985 EDITION OF THE STANDARD <br />BUILDING CODE TO REDUCE THE NUMBER OF PARKING SPACES <br />AND LOADING ZONES REQUIRED TO BE RESERVED FOR THE <br />HANDICAPPED, RENUMBERING SEQUENTIALLY THE REMAINING <br />SECTIONS OF SAID DIVISION OF SAID ARTICLE OF SAID <br />CHAPTER OF SAID CODE, AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Guerra seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 20-3, AMENDMENTS TO <br />PLUMBING CODE, OF ARTICLE II, OF CHAPTER 20 OF THE <br />CODE OF ORDINANCES TO ADOPT CERTAIN SAFETY REQUIRE- <br />MENTS FOR PLUMBING PROJECTS WITHIN SAID CITY INVOLVING <br />TRENCH EXCAVATION EXCEEDING A DEPTH OF FIVE (5) FEET, <br />RENUMBERING SEQUENTIALLY AMENDMENTS MADE TO THE PLUMB- <br />ING CODE BY THIS ORDINANCE AND BY ORDINANCES ADOPTED <br />ON FEBRUARY 23, 1987, AND JUNE 22, 1987, AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance and Mr. Plummer seconded <br />the motion, which passed unanimously. <br /> <br />The Council moved to Item 19 on the Agenda. Mr. Guerra moved the <br />Council adjourn into Executive Session pursuant to Article 6252-17, <br />§2(e), V.A.C.S., to discuss matters where the duties of the City <br />Attorney to the City pursuant to the Code of Professional Responsibi- <br />lity of the State Bar of Texas clearly conflicts with Article 6252-17, <br />and Mr. Plummer seconded the motion, which passed unanimously (8:42 p.m.). <br /> <br />Mr. Hernandez moved the Council reconvene at 9:08 p.m. and Mr. Guerra <br />seconded the motion, which passed unanimously. <br /> <br />The Council returned to Item 11 on the Agenda. Mayor Morris introduced <br />for consideration adoption of an Ordinance on third and final reading, <br />the caption which was read as follows: <br />
