Mr. Guerra moved to authorize bidding <br />and Mr. Moore seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration authorization to bid a <br />four-wheel drive loader for the Public Works Department. Ms. Kissler <br />moved to authorize bidding and Mr. Plummer seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Morris introduced for consideration authorization to bid the <br />Comanche Street Water Well Capacity Increase. Mr. Plummer moved <br />to authorize bidding and Mr. Moore seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Morris introduced for consideration award of bid for the Highway <br />80 Water System Improvements. Ms. Kissler moved to award bid to M. C. <br />Ethridge Company of New Braunfels, Texas in the amount of $86,105.00 <br />and Mr. Moore seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced a discussion and direction to Staff regarding <br />concessions in City Park during the Houston Oilers Camp. The Council <br />discussed souvenirs; food and drink; overnight RVs; and photographs. <br />Mr. Gonzalez advised the Council the Lions Club rents tubes and sells <br />drinks and minimal food and are not interested in expanding food con- <br />cessions. Mr. Guerra stated he would be in favor of the City leasing <br />food booths. Mr. Gonzalez suggested the Council consider the follow- <br />ing options: (1) for the City to handle the concessions; (2) the City <br />have someone else handle concessions (a) private, or (b) nonprofit; <br />or (3) develop partnership (a) private, or (b) nonprofit. Mr. Gon- <br />zalez stated they were conservatively expecting 500 to 800 people a <br />day. Mr. Gonzalez stated the City could enter an agreement with SWT <br />regarding any scrimmage game, and Dr. Mike Abbott stated concessions <br />were separate from training field concessions. Dr. Abbott stated the <br />Oilers sold concessions at San Angelo. The Council directed Staff to <br />prepare request for proposals (RFPs), with a combination of nonprofit <br />and private. <br /> <br />Mayor Morris introduced a discussion regarding security and use of <br />off-duty Police Officers during the Houston Oilers Camp. Dr. Mike <br />Abbott stated he thought the "sod event" showed the cooperative <br />spirit of the City. He stated SWT has a task force working on the <br />Oilers' summer camp. He stated SWT will provide 24-hour security at <br />the dorm and parking area, and that the Oilers will provide security <br />for the palying field and dressing area. He stated they are working <br />on a shuttle to the parking area and that he wants the City to close <br />the entrance to the park. Mr. Gonzalez stated regarding traffic con- <br />trol, the City will have someone manning the entrance at Jowers to the <br />City Park area with a barricade having someone stop traffic. The <br />Oilers will play from 9:00 a.m.-ll:OO a.m. and 3:00 p.m.-5:00 p.m., <br />and traffic will be controlled between 7:00 a.m. and 7:00 p.m. each day. <br />Mr. Gonzalez stated the parking lot area was completely filled last <br />summer with just tube rentals, and was completely filled last weekend <br />for the laying of the grass (200-300 persons). He stated access needed <br />to be limited with everyone else shuttled in by the Breakfast Lions <br />from Evans'parking lot. He stated the City needs to improve Bugg <br />Lane to have two exits from that street. He stated the City is not <br />required to put up a fence, and that the Oilers are responsible for <br />keeping people out. Dr. Abbott stated he is trying to find out if <br />
