<br />124 <br /> <br />Regular Meetimg <br /> <br />June 13, 1988 <br /> <br />Page 2 <br /> <br />Mayor Morris introduced for consideration approval of three appoint- <br />ments to the Ethics Review Co:mmission. Mr. Moore moved to appoint <br />Jane Hughson; Mr. Brown moved to appoint Anna Farr; Mayor Morris <br />moved to appoint Lynn Majors; and Mr. Plummer moved to appoint Diane <br />Pape. On roll call the following vote was recorded: <br /> <br />MOORE: Hughson, Pape, Majors. <br />HERNANDEZ: Hughson, Farr, Pape. <br />BROWN: Hughson, Farr, Pape. <br />MORRIS: Hughson, Pape, Majors. <br />GUERRA: Hughson, Farr, Pape. <br />KISSLER: Hughson, Farr, Pape. <br />PLUMMER: Hughson, Pape, Majors. <br /> <br />Jane Hughson, Anna Farr and Diane Pape will be the three new members <br />to the Ethics Review Co:mmission. <br /> <br />Mayor Morris introduced for consideration approval of seven appoint- <br />ments to the Sunset Advisory Board. Mr. Guerra moved to appoint Ruben <br />Garcia; Mayor Morris moved to appoint Patty Sullivan; and Mr. Moore <br />moved to appoint John Munoz, which passed unanimously. The remaining <br />appointments will be rescheduled June 27. <br /> <br />Mayor Morris introduced for consideration approval of the Council <br />Policy Statement to be used by the City Manager as direction during <br />the preparation of the 1988-1989 budget. Ms. Kissler moved to approve <br />the Policy Statement and Mr. Moore seconded the motion. R. G. Phillips <br />requested the Council add safeguarding and protection of City funds <br />and refrain from deposits with the Federal Home Loan Banking System. <br />The Council voted unanimously for approval of the Policy Statement. <br />Mr. Brown moved to reconsider approval of the Policy Statement and <br />Ms. Kissler seconded the motion, which passed unanimously. Mr. Brown <br />moved to amend the Policy Statement to add No. 27 as follows and then <br />to approve the Policy Statement as amended: nTo thoroughly evaluate <br />annually the security of City investments and depository agreements, <br />as well as other funds," and Ms. Kissler seconded the motion, which <br />passed unanimously. A copy of the Policy Statement is attached. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED <br />AUGUST 31, 1987 WHICH SET FORTH AN ITEMIZED ESTIM- <br />ATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE <br />UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR <br />THE FISCAL YEAR BEGINNING OCTOBER 1, 1987 AND ENDING <br />ON SEPTEMBER 30,1988, AND APPROPRIATED MONEY FOR THE <br />VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE, TO REVISE <br />SAID ESTIMATES AND TO REAPPROPRIATE SAIÐ-FUNDS, ADOPT- <br />ING SAID REVISIONS AND ESTIMATES, AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Ms. Kissler moved to approve the Ordinance on first reading and Mr. <br />Moore seconded the motion. Jack Lindstrom of the Tourist Development <br />Council requested the Council adopt the Ordinance on emergency, because <br />the need for advertising funding is now during the tourist season. Mr. <br />Hernandez moved to amend the Ordinance to be adopted on emergency and <br />Mr. Plummer seconded the motion, which passed unanimously. <br />
