128 Regular Meeting June 13, 1988 Page 6 Mayor Morris introduced for consideration authorization for use of contingency funds by the Police Department to attend Law Enforcement Training Seminars outside the CAPCO Region in the amount of $3,770.00. Mr. Moore moved for approval and Mr. Plurnrùer seconded the motion, which passed unanimously. Mayor Morris introduced for consideration authorization for use of contingency funds by the Fire Department for two tires and tubes and installation to the antique firetruck known as Old Betsy in the amount of $525.00. Mr. Brown moved for approval and Mr. Hernandez seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval to close a portion of San Antonio Street between Guadalupe and LBJ from 9:00 a.m.-6:00 p.m. on June 23, 1988 for the Jaycees 5th Annual Seafood Gumbo Cook- off. Mr. Plummer moved for approval and Mr. Hernandez seconded the motion, which passed unanimously. (See minutes of June 27, 1988). Mayor Morris introduced a discussion and direction to Staff regarding concession in City Park during the Oilers Camp. Mr. Gilley advised the Council we have received five bids from profit and non-profit companies, and all have indicated they want to be sole source vendors. He stated two bids were for souvenirs from vendors for profit, two local bidders for non-profit souvenirs, food and soft drinks and one food concession frorn out of town. All vendors were willing to enter into an agreement for a percentage of the gross. Staff was directed to negotiate with the vendors to work out suitable arrange- ments that the vendors can approve, to bring the agreements to the Council for approval and to establish some sort of control of the receipts. Mr. Brown moved the Council adjourn into Executive Session pursuant to Article 6252-17, §§2(e) and (f), V.A.C.S., to discuss matters where the duties of the City Attorney to the City pursuant to the Code of professional Responsibility of the State Bar of Texas clearly conflicts with Article 6252-17; and purchase, exchange and value of real property, respectively, and Mr. Moore seconded the motion, which passed unanimously (8:49 p.m.). Mr. Moore moved the Council reconvene at 9:45 p.m. and Ms. Kissler seconded the motion, which passed unanimously.
