<br />129 <br /> <br />SAN MARCOS CITY COUNCIL <br />BUDGET POLICY STATEMENT <br />Fiscal Year 1988-89 <br /> <br />In compliance with the City Charter, the San Marcos City <br />Council presents the following Budget Policy Statement to be used <br />by the City Manager in the preparation of the proposed budget for <br />Fiscal Year 1988-89. <br /> <br />PREAMBLE <br /> <br />The San Marcos City Council desires to provide a City <br />Government that offers efficient, effective service to the public, <br />that encourages development of our economy in every way possible, <br />that applies common sense in the enforcement of City ordinances, <br />and that implements the policy directives of the City Council. <br />The City Council supports the City staff and expects a positive, <br />"can-do" attitude, a high level of performance, efficiency in <br />operations, and conservation of limited resources. City <br />communications at all levels should reflect openness and <br />willingness to serve the public. <br /> <br />The City Council believes that San Marcos will become the <br />"jewel of the corridor" by building on our strengths and <br />confronting our challenges, while protecting the environment and <br />maintaining a high quality of life. This will require a serious <br />investment in the future, competitiveness with other communities, <br />and commitment to build our economic base to provide jobs, growth <br />and new income. It will also require cuts in some services and <br />reallocation of resources to assure the most efficient expenditure <br />of scarce dollars. Realizing our vision will require a <br />cooperation of leadership and building community consensus. <br /> <br />with these goals in mind, the City Manager is asked to <br />consider the following policies in the preparation of the Budget <br />for the City of San Marcos for Fiscal Year 1988-89: <br /> <br />1. <br /> <br />Begin the budget process by looking into personnel benefits <br />and salaries to include salary comparisons. <br /> <br />2. <br /> <br />Broaden the tax base and become more effective in economic <br />development. <br /> <br />3. <br /> <br />Improve efficiency in operation. <br /> <br />Plan for the future by evaluating the consequences of Fiscal <br />Year 1988-1989 budget decisions. <br /> <br />4. <br /> <br />5. <br /> <br />Expand services in police and fire departments. <br />
