<br />Mayor Morris called the meeting to order at 7:00 p.m.
<br />
<br />Mayor Morris introduced for consideration a formal public hearing on
<br />the 1988-1989 proposed budget, including all funds in the following
<br />categories; (1) General Fund; (2) Special Revenue Fund; (3) Debt
<br />Service Fundi (4) Capital Project Funds; (5) Enterprise Fundsi and
<br />(6) Trust and Agency Funds. Mayor Morris opened the public hearing
<br />and asked if anyone wished to speak in regard to the budget. Patty
<br />Sullivan recommended the City contract as many services as possible
<br />and to delete the following items from the budget: travel and training,
<br />dues and subscriptions, printing and publications, car allowances,
<br />salary increases and overtime, and copier rental. She stated she
<br />wants the Council to appoint a Citizen/Council Committee to review
<br />all Ordinances. Lunelle Anderson stated she wants to see the City
<br />fund the Main Street position, as we are under a 3~year obligation
<br />in the Main Street Program, and that the Main Street Program encour~
<br />ages economic development. Bill Cunningham wants the City to cut
<br />costs where possible, as the citizens are having to do. He provided
<br />the Council with a survey from the Austin newspaper regarding tax
<br />rates, wherein San Marcos' rate was shown to be high. Jane Hughson
<br />stated she was opposed to raises for City employees, and if raises
<br />are provided, that only merit raises be given. Albert Garcia wants
<br />the City to provide help to homeowners and their families by not in-
<br />creasing taxes. George VonderLippe provided the Council with written
<br />information regarding the budget and stated the City needs to have
<br />goals and objectives and plans to reach them. He stated the City has
<br />a good Master Plan and a good planning staff, and although there is
<br />a lull in growth, the City needs to continue to implement the goals
<br />and objectives of the Master Plan. He stated the City needs to appoint
<br />one of the Planners to act as Planning Director until such time as a
<br />Director is appointed. Aart Millecam stated he strongly feels the
