<br />2 <br /> <br />Special Meeting <br /> <br />August 1, 1988 <br /> <br />Page 2 <br /> <br />City needs to have a Planning Director but that the position could <br />remain open for a period of time but needs to be filled within the <br />fiscal year. Jane Wilson stated the City needs adequate planning <br />and Staff for economic development to occur. She stated we need <br />to have staff to implement grants, she wants the City to preserve <br />current standards, the CIP needs to continue and that the City must <br />be prepared for growth to occur. She supports a tax increase to pay <br />for City services. Ted Hindson stated the Director of Planning posi- <br />tion needs to be filled. He stated Mr. Robbins and Mr. Gibson have <br />been helpful to the Neighborhood Association and to the City. Sylvia <br />Newsom supports filling the Director of Planning position and that an <br />Acting Director of Planning needs to be appointed. She stated she <br />values the expertise and guidance the Planning Staff has provided, <br />and that the current Planning Department is not adequately staffed-and <br />funded. She stated a lag time in processing could discourage growth <br />in our City and that we need a leader in this department. Nina <br />pryatel stated she is in favor of animal control enforcement and <br />that more Planning Staff is needed. She stated neighborhoods, de- <br />velopers and City Staff have been working well together and that she <br />is supportive of tax increases to pay for City services. Charles <br />Stone agrees with the comments of Patty Sullivan and Bill Cunning- <br />ham and is opposed to tax increases and utility rate increases. He <br />wants the budget reviewed to see what can be eliminated and stated <br />exemptions are needed for the elderly. He asked for clarification <br />regarding the street sweeping proposal and stated he thought all the <br />City should be swept. Joe Cox stated he wants the Planning Director <br />position filled as it is a key position for the City. He wants enforce- <br />ment of the Zoning Ordinance provision regarding unrelated occupants <br />in single-family dwellings, as this is an important issue to home- <br />owners and the community in general. R. G. Phillips stated the City <br />needs to protect the City's money. He believes in full City services <br />and that it may be necessary to raise taxes to provide them. He thinks <br />the Planning Director position is needed. John Wade praised the Planning <br />Department Staff and Aart Millecam and Billy Moore. Jim Gandy repre- <br />senting the Chamber of Commerce stated he is in support of economic <br />development in San Marcos. He stated an increased effort and funding <br />of the Tourist Development Council is needed to bring tourism and economic <br />development to San Marcos. He is appreciative of the support of the <br />Council and the Council's continued support. He stated San Marcos has <br />tremendous opportunities now. Rick Skiles stated he is not opposed to <br />tax increases. He wants the Legal and Engineering Staff reduced and <br />this work sent to private local companies, and that the City will <br />gain better expertise by doing so. Henry Kyle stated he is in favor <br />of Mrs. Sullivan's presentation. He stated the water bills are too <br />high and that it is not right to raise the water and wastewater rates. <br />He said the City is making and spending a lot of money. John Meeks <br />stated the taxes are too high and that he wants a good library, fire <br />protection, police protection and roads and that he wants someone to <br />share paying these taxes. He is in support to the City helping economic <br />development occur to bring new industry and good neighbors to town. He <br />stated we need to support infrastructure continuation to bring others to <br />San Marcos. No one else wished to speak, so Mayor Morris closed the <br />public hearing. <br /> <br />The meeting adjourned at 7:56 p.m. on motion made by Mr. Guerra and <br />seconded by Mr. Moore. <br /> <br />~~~~ <br /> <br />Mayor <br />
