Mr. Jones stated he is interested in setting up a Workshop with the Hispanic Chamber and the Minority Tourism Board regarding the contract. He stated he does not feel this contract has the same stipulations as the Area Chamber of Commerce. Mr. Thomaides inquired to whether the contract provides the information about the reports. Mr. Cosentino stated the contract does provide a stipulation for quarterly reporting. Mr. Thomaides stated this contract is for $68,000.00. He stated he agrees with Mr. Jones regarding the stipulations of the contract. He stated the percentage the Council allows this organization to pay on administration is higher because their amount is lower. He also stated the Council appoints their Board and the make up has different requirements, which causes problems with getting members. Mayor Narvaiz stated the Council will discuss the Board and Commission nominations on Wednesday, November 28, 2007 at 8:00 a.m. Ms. Couch stated she feels both Chambers should be held to the same standards and accountability. She stated after the contract is signed this organization should be held to strongly honoring their contract. On roll call for adoption of the Resolution, the following vote was recorded: AYE: Porterfield, Bose, Guerrero, Thomaides, Jones, and Couch. NAY: Narvaiz. ABSTAIN: None. Mayor Narvaiz introduced a public hearing and consideration of approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DESIGNATING REINVESTMENT ZONE NO. 23 FOR TAX ABATEMENT PURPOSES UNDER CHAPTER 312 OF THE TEXAS TAX CODE, CONSISTING OF 30.32 ACRES OF PROPERTY, MORE OR LESS, LOCATED ON CLOVIS BARKER ROAD; MAKING STATUTORY FINDINGS; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE DATE. Mayor Narvaiz opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. Guerrero moved for approval of Ordinance on first reading, and Ms. Couch seconded the motion. Mr. Thomaides inquired to the vagueness of the project. Ms. Jamison stated this property is involved in negotiation for a business prospect. The Council then voted unanimously for approval of Ordinance on first reading.
