Mr. Jones stated he is interested in setting up <br />a Workshop with the Hispanic Chamber and the Minority Tourism Board <br />regarding the contract. He stated he does not feel this contract has the <br />same stipulations as the Area Chamber of Commerce. Mr. Thomaides inquired <br />to whether the contract provides the information about the reports. Mr. <br />Cosentino stated the contract does provide a stipulation for quarterly <br />reporting. Mr. Thomaides stated this contract is for $68,000.00. He <br />stated he agrees with Mr. Jones regarding the stipulations of the contract. <br />He stated the percentage the Council allows this organization to pay on <br />administration is higher because their amount is lower. He also stated the <br />Council appoints their Board and the make up has different requirements, <br />which causes problems with getting members. Mayor Narvaiz stated the <br />Council will discuss the Board and Commission nominations on Wednesday, <br />November 28, 2007 at 8:00 a.m. Ms. Couch stated she feels both Chambers <br />should be held to the same standards and accountability. She stated after <br />the contract is signed this organization should be held to strongly <br />honoring their contract. On roll call for adoption of the Resolution, the <br />following vote was recorded: <br />AYE: Porterfield, Bose, Guerrero, Thomaides, Jones, and Couch. <br />NAY: Narvaiz. <br />ABSTAIN: None. <br />Mayor Narvaiz introduced a public hearing and consideration of approval of <br />an Ordinance on first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />DESIGNATING REINVESTMENT ZONE NO. 23 FOR TAX ABATEMENT PURPOSES UNDER <br />CHAPTER 312 OF THE TEXAS TAX CODE, CONSISTING OF 30.32 ACRES OF <br />PROPERTY, MORE OR LESS, LOCATED ON CLOVIS BARKER ROAD; MAKING <br />STATUTORY FINDINGS; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. <br />Guerrero moved for approval of Ordinance on first reading, and Ms. Couch <br />seconded the motion. Mr. Thomaides inquired to the vagueness of the <br />project. Ms. Jamison stated this property is involved in negotiation for a <br />business prospect.
