Regular Meeting October 2, 2007 Page 2 <br />* Not present <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />received an update regarding an Economic Development prospect. He stated <br />the Council received a format for the evaluations of the City Manager and <br />Municipal Judge. <br />Mark Brinkley, Director of Environmental Health, lead the Invocation. <br />Mayor Narvaiz lead the Pledge of Allegiance. <br />Mayor Narvaiz did a Ceremonial Oath of Office for Michael J. Cosentino, <br />City Attorney. <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Brian Webb stated <br />he wished to speak regarding Item #32, discussion regarding Rental <br />Permitting Work Group. He stated he is a Texas State student and a San <br />Marcos citizen. He stated he feels this is a Texas State Students versus <br />some citizens of San Marcos. He also stated he feels both sides should <br />compromise and begin to communicate better with each other, which is the <br />key to success. 2) Reagan Pugh stated he wished to speak regarding Item <br />#32, discussion regarding Rental Permitting Group. He stated he is the <br />Texas State Student Body President. He encouraged the Council to open a <br />true dialogue between residents and students. 3) David Newman stated he <br />wished to speak regarding Item #32, discussion regarding Rental Permitting <br />Group. He stated the City Council heard a presentation at their last <br />Council Meeting regarding rental permitting. He stated he feels this is a <br />violation of privacy and increasing additional government, which would <br />affect all citizens of San Marcos. 4) David Wendel stated he wished to <br />speak regarding Item #32, discussion regarding Rental Permitting Group. He <br />stated there used to be a huge public outcry about public intoxication, <br />which has stopped. He stated he is concerned about licensing of landlords, <br />which is a potential form of abuse and harassment. 5) Jude Prather stated <br />he wished to speak regarding Item #32, discussion regarding Rental <br />Permitting Group. He stated he is apposed to the rental permitting. He <br />stated he has spoken with many of the residents in this area whose behavior <br />has impacted the families that live near by. He encouraged the Council to <br />look for a long term solution. 6) William Payne stated he wished to speak <br />regarding Item #32, discussion regarding Rental Permitting Group. He <br />stated he feels if this task force is initiated, it will cause economic <br />hardship. 7) Urs Schmid stated he wished to speak regarding Item #32, <br />discussion regarding Rental Permitting Group. He encouraged the City <br />Council to protect students who are also citizens. 8) Henry Smith stated he <br />wished to speak regarding Item #32, discussion regarding Rental Permitting <br />Group. He stated he has some concerns for the neighbors behind Sagewood, <br />because of college student behaviors. He stated the main problem with the <br />
