<br />73 <br /> <br />Regular Meeting <br /> <br />September 26, 1988 <br /> <br />Page 3 <br /> <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL. OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 2, ARTICLE IX, ENTITLED "SAN MARCOS <br />SUNSET ADVISORY COMMISSION" BY CHANGING SECTION 2-136 TO <br />PROVIDE FOR THE APPOINTMENT OF MEMBERS EVERY THREE (3) YEARS <br />BEGINNING IN JUNE, 1988 FOR TERMS NOT TO EXCEED TWELVE (12) <br />MONTHS. <br /> <br />Mr. Hernandez moved for approval of the Ordinance on first <br />reading and Ms. Kissler seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Morris introduced for consideration adoption of an <br />Ordinance on third and final reading, the caption which was read <br />as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, RENUMBERING SECTIONS 21-1 AND 21-2 OF ARTICLE I OF <br />CHAPTER 21, PUBLIC SAFETY, OF THE CODE OF ORDINANCES OF SAID <br />CITY, TO SECTIONS 21-2 AND 21-3, RESPECTIVELY, ADDING A NEW <br />SECTION 21-1 THERETO TO CREATE A PUBLIC SAFETY DEPARTMENT <br />WITHIN WHICH ARE THE POLICE AND FIRE DIVISIONS OF SAID CITY, <br />AMENDING SECTIONS 21-2 AND 21-3 THEREOF TO PROVIDE THAT THE <br />POLICE CHIEF AND FIRE CHIEF RESPECTIVELY, SHALL REPORT <br />DIRECLTY TO THE DIRECTOR OF PUBLIC SAFETY, AMENDING SECTION <br />21-13 OF ARTICLE II, SECTION 21-22 OF ARTICLE II 1/2, AND <br />SECTION 21-25 OF ARTICLE III THEREOF TO AMEND THE CITATION <br />TO STATUTORY AUTHORITY TO COMPLY WITH CHANGED STATE LAW. AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on third and <br />final reading and Mr. Guerra seconded the motion. Mayor Morris <br />moved to amend the Ordinance in Section 21-1 as follows: "There <br />is hereby created a Department of Public Safety within the city <br />of San Marcos, the head of which shall be the director of public <br />safety. The director of the Department of Public Safety shall be <br />the City Manager or the Assistant City Manager," and Mr. Moore <br />seconded the motion, which passed unanimously. Bryan Hoot stated <br />he was not in favor of this program for San Marcos. The Council <br />voted unanimously for adoption of the Ordinance on third and <br />final reading. <br /> <br />Mayor Morris introduced for consideration adoption of an <br />Ordinance on third and final reading, the caption which was read <br />as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THAT ORDINANCE ADOPTED AUGUST 31, 1987 WHIC~ <br />SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING <br />EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID <br />CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1987 AND <br />ENDING ON SEPTEMBER 30, 1988, AND APPROPRIATED MONEY FOR THE <br />VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE, TO REVISE SAID <br />ESTIMATES AND TO REAPPROPRIATE SAID FUNDS, ADOPTING SAID <br />REVISIONS AND ESTIMATES AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for adoption of the Ordinance on third and final <br />reading and Mr. Guerra seconded the motion. Mr. Hernandez moved <br />to amend Exhibit A to substitute a new Page 9 and Mayor Morris <br />seconded the motion, which passed unanimously. The Council then <br />voted unanimously for adoption of the Ordinance on third and <br />final reading. <br /> <br />Mayor Morris introduced for consideration reconsideration of <br />three Zoning Ordinances. The Council did not wish to reconsider <br />these Ordinances. The captions of these Ordinances read as <br />follows: <br />
