Phillips, Lewis McLain, Richard Long and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for consideration approval of an <br />appointment to the Plumbing Board of Adjustments and Appeals to <br />complete a vacancy. Mr. Brown moved to appoint Paul Baur, Master <br />Plumber, and Mr. Plummer seconded the motion, which passed <br />unanimously. <br /> <br />Mayor.Morris introduced a presentation and discussion by the <br />Citizens' Committee for a New Library and the scheduling of a <br />Bond Election for the Library in May, 1989. Shirley Boemerman <br />reviewed with Council a booklet prepared to answer questions and <br />provide information regarding the plans and needs for a new <br />library. She stated the City needs to hold a bond election for <br />the commitment of funds for the library. Other fund sources <br />would be a library construction grant and the sale of the present <br />library facility. The plans are to construct the new facility on <br />Hopkins Street across from St. John's Catholic Church. Ms. <br />Langenkamp advised the Council a Citizens' Committee, the Library <br />Board, the Friends of the Library, as well as library users, <br />could promote the passage of the bond election. The Council <br />expressed a desire to have a new library facility in the future, <br />but advised the City has other bond issues that need to be <br />addressed at some appropriate time in the future, as well as the <br />library. <br /> <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />fo llows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ADDING TO THE SAN MARCOS CODE OF ORDINANCES, CHAPTER <br />16, MISCELLANEOUS OFFENSES AND PROVISIONS, ARTICLE I, A NEW <br />SECTION 16-13 TO PROHIBIT JUMPING AND DIVING INTO THE SAN <br />MARCOS RIVER WITHIN 50 FEET OF THE SPRINGLAKE DAM, AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for approval of the Ordinance on first reading <br />and Mr. Moore seconded the motion. The Council advised this <br />Ordinance was a result of the near-drowning and numerous injuries <br />in the area of the dam. Phillip Hicks stated he had been <br />swimming in the San Marcos River for 18 years. He stated <br />swimming is a hazardous-related recreation, and jumping into the <br />river and being carried by the current was part of the fun.
