Regular Meeting December 4, 2007 Page 9 <br />NAY: None. <br />Abstain: Guerrero. <br />Mayor Narvaiz introduced a discussion regarding estimated recruitment costs <br />and timeline for Economic Development Director and interim transition <br />issues and direction to Staff. Ms. Jamison stated the Economic Development <br />contract doesn't mention recruitment and Ms. Snodgrass is here to talk <br />about search costs and timelines. Phyllis Snodgrass, Executive Director of <br />Chamber of Commerce, stated she has a preliminary estimate for recruitment, <br />cash flow projections and estimated timeline. She stated the cost of <br />recruitment depends on timeline and applications. She stated she did not <br />factor into the timeline the Economic Development Board and City Council. <br />She stated if the process occurred to her schedule, with anticipated <br />budget, assuming posting with candidates coming in, interviews, and on <br />first go around there is $20,000 that will not be spent on salary during <br />the interim period. Ms. Jamison stated prior to the contract tonight, the <br />agreement was to take out the expenses for the Interim Economic Development <br />Director from the amount the City pays the Chamber of Commerce. Mayor <br />Narvaiz stated the Interim Director is paid through city funds, and that <br />salary not used by Chamber could be used to pay recruitment. Ms. Jamison <br />stated the City is currently paying the Interim Director, but if there are <br />additional expenses then the City would ask the Chamber for a <br />reimbursement. Ms. Snodgrass stated she will provide some ads to the <br />Economic Development Board for them to review and then post for a month. <br />She stated she hates to spend a lot of money when they are already getting <br />applications. Mayor Narvaiz stated she supports the Chamber utilizing the <br />fund in the budget not being used for the Director's salary and not <br />deducting from contract amount. Mr. Jones stated he is okay with the <br />amount being spent for posting the position to come from the salary not <br />being utilized. He inquired to whether the Council chose to use a <br />headhunter and would that amount come from the contract. Ms. Snodgrass <br />stated that was not part of the agreement. Mayor Narvaiz stated if the <br />posting does not work and the Council chooses to go a different route, then <br />Staff can come back to the Council with other suggestions. The Council <br />agreed by consensus to support the Chamber utilizing the fund in the budget <br />not being used for the Director's salary to pay for the current process. <br />Mayor Narvaiz introduced a discussion and receive a presentation regarding <br />City Solid Waste Services Contract and direction to Staff. Mayor Narvaiz <br />stated someone has signed up to speak on this discussion. Bill Rich, Allied <br />Waste, provided the Council with a packet on his company and their services. <br />He also stated he is here to answer any questions. Mr. O'Leary provided a <br />powerpoint presentation regarding the Solid Waste Collection Services <br />Contract and the history. He provided the Council with a menu option of <br />choices for residential and another menu for commercial. He stated one will <br />not subsidize the other. He stated Staff recommends going to one per week <br />trash pick -up, multi - family recycle by request, 5% commercial and roll off <br />
